U.S. Coast Guard Freight Rate Specialist, GS-2131-07/09 in Baltimore, Maryland

Summary This position is located in the Logistics Supply Support Branch of the Asset Logistics Division, Surface Forces Logistics Center (SFLC) in Baltimore, MD. At the GS-09 level selectee will be required to work a Duty rotation requiring afterhours Duty periodically. At the GS-09 level Selectee will be required to obtain and maintain a HAZMAT certification. Responsibilities This position is located in the ICP Operations Section with the primary role of performing the full range of transportation services which includes classifying, rating and procuring the shipment of freight to support surface assets worldwide as well as support the Coast Guard Yard and tenant commands. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: - Determining freight classification for commodities such as vessel or electronics parts and equipment; dangerous or hazardous articles; special security-risk materials; general store supplies; clothing; support equipment; outsized/overweight equipment and aids to navigation. - Determining most economical rates and routes which are appropriate and legally applicable for the movement of domestic and foreign freight via all modes and combination of modes of transportation. - Determining the appropriate cost effective carrier and mode to effect shipment arrangements that are nationwide and to foreign countries. - Utilizing computer software applications for the preparation all pertinent transportation documentation such as bills of lading, customs declarations and hazardous certification. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications TO QUALIFY FOR GS-07: Candidates must have 1 year of specialized experience equivalent to at least the GS-6 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes: -Experience investigating and gathering facts relating to each discrepancy in shipment to support government claims against the carrier. -Experience with maintaining logs, records, and reports and preparing Government Bills of Lading. -Experience receiving routine shipping requests and assembling requests by destinations, appropriations chargeable, and condition of commodities; contacting carrier to arrange cargo pick-up requirements such as specialized equipment, time, location, and delivery date. For most one-grade interval occupation series, the qualification standard calls for at least 1 year of specialized experience at the next lower grade level. However, there is no position in the normal line of progression within Coast Guard that is one grade lower than the position being filled. Therefore: TO QUALIFY FOR GS-09 Candidates must have 1 year of specialized experience equivalent to at least the GS-7 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes: -Experience determining efficient and economical rates and routes for the movement of freight within a small geographic area of the country. -Experience corresponding with carriers to determine required modes of transport. -Experience determining the movement of freight that do not follow an established pattern between points, and a variety of commodities are being shipped. -Knowledge of classifying each commodity specifically described by carrier publications and other published freight classification guides, and/or checking shipping documents, weight certificates, and signatures for obvious freight classification errors and shipment discrepancies. OR, If substituting education for experience, a Master's (or equivalent graduate degree) or two academic years of graduate education in a field directly related to the work of this position, OR a combination of graduate education and experience. NOTE: If combining graduate education with experience to qualify at the GS-9 level, only graduate education beyond the first 18 semester hours or 27 quarter hours may be combined with experience equivalent to the GS-7 level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
