Sightline is a multi-year initiative that leverages a cross-disciplinary, inter-entity team and hundreds of stakeholders in selecting and implementing the next ERP software platform for the Johns Hopkins enterprise, enabling broader operational transformation and the reduction of administrative barriers to mission critical work. Sightline’s scope includes changes in business processes, policies and other operating considerations that will make administrative actions -such as purchasing supplies and services, managing grant budgets, creating financial reports, and hiring and recruiting- simpler, streamlined, and more standardized throughout the enterprise.

The Sightline program is investing in and cares deeply about enabling this change through a dedicated team that will work across the University and Health System to engage and prepare the Johns Hopkins community for that change with communications, engagement, and training and development programs.

Sightline is seeking a Director of Training & Development who is responsible for the Johns Hopkins Sightline learning and development program. This role will lead a team in the design, development, and delivery of relevant and effective training to prepare the Johns Hopkins community for system and process changes. The position will be responsible for ensuring that training is aligned to project and stakeholder needs and that it delivers meaningful and measurable outcomes to ensure the Johns Hopkins staff have the necessary skills and knowledge to perform their job duties. Training Director responsibilities include identifying training needs based on training need and gap analyses, developing group and individual learning courses and learning aids, and managing the overall training program, team, and budget.

The Director of Training and Development is a key member of the Sightline-Business Modernization Project’s Change Management team and provides leadership, oversight and management of the Project’s training and development efforts. The candidate plans, organizes, leads and directs multiple initiatives in support of the Change Management portfolio. The candidate possesses superior interpersonal, communications and collaboration skills to foster transparent and service-oriented relationships throughout the University and Health System. The candidate supervises Training Specialists on the project and works in an integrated manner with the other areas of the Change Management team, the functional leadership on the project, and the Training and Development leadership across the University and Health System.

This role provides strategic and tactical oversight for the design, development, and delivery of the Sightline training and development program throughout the project lifecycle. The role provides strategic and tactical oversight of the training program design based on specific training needs in alignment with the Stakeholder Analysis and Change Impact Assessment. The Training and Development Director partners with the Sightline implementation team, the Organizational Change Management (OCM) team leader and directors, and Johns Hopkins functional leads and subject matter advisors (SMAs) to design the user-centric training plan and program based on the best adult-learning practices.

The Training and Development Director directs, supports, and approves the training materials created by the training developers and coordinates and oversees the delivery of all training material including, but not limited to, Instructor-led training (ILT) job aids (JA), quick reference guides (QRG), train-the-trainer (TTT), web-based training (WBT). The Training Director will continually monitor the training program and modify the training materials and delivery, as needed, based on training outcomes and metrics.

The Director must maintain close contact and collaboration with the other Sightline Change Management teams including Communications, Engagement & Readiness, and Program Management and must also work closely with Sightline’s functional teams and transformation leads to align efforts and execution. The Director will work extensively with leadership across the University and Health System to design, develop, and deliver the Training & Development program.

Specific Duties & Responsibilities

Strategic Planning

  • Serve as a key member and resource on the Project Sightline leadership team.

  • Lead strategic and tactical training program planning to achieve institutional goals.

  • Provide information that executive leadership need to make strategic decisions.

  • Balance available personnel and funding resources in support of meeting operational and strategic initiatives

  • Supervise the broader Training team on the project.

Relationship Management

  • Represent the Sightline Change Management Team in executive meetings both within and outside of Johns Hopkins.

  • Manage customer relationships inside and outside of Johns Hopkins.

  • Create and promote the highest quality of services and support for the project team and project stakeholders.

  • Foster a collaborative, transparent and consensus-building environment.

Staff Management

  • Develop and implement the Sightline training strategy and plan to include training needs, objectives, instructional design, delivery modes and methods, and training metrics.

  • Develop and implement strategies to attract and maintain a highly skilled and engaged training team by recruiting and developing talent.

  • Support mentorship, workforce development and succession planning and leverage the capabilities of new and existing talent.

  • Ensure staff provide high levels of customer service, both internally and externally.

  • Cultivate an environment in which staff respect and adhere to integrity and ethics by integrating those values into work processes.

  • Manage the training team and ensure resources are used efficiently and effectively.

  • Provide oversight and coaching to trainers and instructors on best practices for delivering effective training.

Program Responsibilities

  • Serve as a leader in the development and delivery of relevant and effective user-centered training that provides clear instruction for complex technical and operational changes for the future-state administrative services and processes across Johns Hopkins Lead the design, development, and implementation of training programs that align with the Sightline and John Hopkins goals and objectives.

  • Develop and implement a Training Approach and processes to ensure consistency and accuracy of training.

  • Develop a role-based needs assessment to identify training needs for employee knowledge and skills.

  • Evaluate the effectiveness of training program outcomes, solicit appropriate feedback, and modify with necessary adjustments.

  • Develop, maintain, and modify the Sightline Training Plan in a manner that integrates with stakeholders, project timelines and phases, extent of change, and degree of impact.

  • Work collaboratively and closely with the other Change Management and project teams to integrate information and processes.

  • Develop scopes of work for consulting engagements required throughout the project as they pertain to the training program and assure delivery of services are on time and within budget.

  • Work closely with Communications Director, the Readiness and Engagement Director, and the Sightline Change Network to enable two-way communication and information regarding the training program offerings and outcomes.

  • Oversee the maintenance of training records and documents.

  • Ensure compliance with regulatory requirements related to training.

Special Knowledge, Skills & Abilities

  • Deep experience in the design, development, and delivery of effective training programs using a range of training modes and methods.

  • Ability to measure outcome-based learning and training program effectiveness.

  • Knowledge and experience in best practices for adult learning and instructional design.

  • Experience in leading and delivering an ERP and transformational training program.

  • Proficient in the use and understanding of learning management systems (LMS).

  • Experience and skills in the prioritization of work when faced with timelines, deadlines, and conflicting demands.

  • Experience managing complex training schedules, training logistics, and training budgets.

  • Strong and consistent leadership skills, able to develop and lead highly successful teams and achieve results in a large, complex setting.

  • Effective collaboration skills, able to communicate and work professionally and diplomatically with all organizational levels.

  • Strong project management skills, able to work at the strategic and tactical levels, prioritize work, and ensure projects are completed on time.

  • Superior written and oral communications skills, able to demonstrate this in leadership and team presentations.

Minimum Qualifications

  • A Bachelor’s Degree in Education or Training or a related field.

  • A minimum of 7 years of experience in training and development.

  • Additional education may substitute for experience and additional experience may substitute for education, to the extent permitted by JHU equivalency formula.

Preferred Qualifications

  • Master’s Degree in Education, Training and Delivery, or a related field.

  • Demonstrated experience in designing and delivering internal training programs.

  • Skilled in measuring training outcomes and monitoring and adjusting training programs to meet outcomes.

  • Experience building relationships across a large academic/medical institution to support the delivery of a comprehensive training program.

  • Ability to effectively work at both the strategic and detail levels.

  • Analytical mindset with an understanding of data-driven decision-making.
