Johns Hopkins University Contractor Special Security Officer in Baltimore, Maryland

JHU Human Language Technology Center of Excellence (HLTCOE) has an opening for an experienced Contractor Special Security Officer (CSSO)/Information Special Security Officer (ISSO) with active ties to the intelligence community reporting to the HLTCOE Director of Finance.

Specific Duties & Responsibilities

  • The successful candidate will be responsible for overseeing and implementing SCI security program requirements at a Johns Hopkins facility in a Baltimore, MD location.

  • The successful candidate will be responsible for performing all disciplines within security to include personnel security, physical security (including supervising guard staff), communications security, document control, visitor control, and other duties as assigned.

  • The applicant must have comprehensive knowledge and experience with, implementing the requirements of the Intelligence Community Directives (ICDs), DoD Sensitive Compartmented Information Manuals (DoDM 5105.12).

  • Understanding and implementing the intelligence components within the National Industrial Security Program Operating Manual (NISPOM).

  • Develop, monitor, implement, and enforce security practices and procedures.

  • Conducting pre-screenings and processing personnel security clearance applications.

  • Programming and issuing access control badges, controlling and safeguarding classified material.

  • Assisting with unofficial foreign travel requests (UFT), providing travel briefings and guidance as required.

Physical Security

  • Maintain security of facility (interior, exterior, and controlled areas) to include access control, security protocol, equipment maintenance, and supervision of security guard staff.

Personnel Security

  • Assist staff in obtaining clearances and certifications, assist with visit requests (incoming & outgoing), assist with foreign travel requests, and provide briefs and guidance as needed.

  • Maintain secure communications equipment and Defense Courier Service account.

  • Using e-QIP

HLTCOE Safety Officer

  • Preparing & organizing safety plans for emergencies.

Administration

  • Maintain logs & records for the above duties to include personnel files, briefing documentation, and COMSEC & security protocol.

  • Maintain document control for classified documents.

  • Inform senior leadership as necessary and appropriate (i.e. Executive Director, Deputy Director, and Director of Finance & Administration) of all aspects of the above activities usually before communicating with the sponsor and in a summary form appropriate to effective ownership and management of those systems and processes.

  • Other duties as assigned.

Minimum Qualifications

  • Have 2+ recent years' experience as a CSSO or A/CSSO.

  • Hold an active (or recent) TS/SCI security clearance / Top Secret Clearance with current investigation and DCID 6/4 eligibility.

  • Bachelor's degree with three years relevant experience. Additional directly related experience may substitute for education.

  • The incumbent must complete classes required by the sponsor.

  • US Citizenship.

Starting Salary Range: $72,600 - $127,000 Annually ($100,000 targeted; Commensurate with experience)
