North of the River Recreation and Park District Administrative Coordinator-Contract and Procurement in Bakersfield, California

[Provides analysis, technical assistance and administrative guidance and shall assist in developing and implementing goals related to public contracting, bid procurement and management, grant management, asset management and other related duties as described below. [[JOB DUTIES AND RESPONSIBILITIES: Dependent upon the specific program, activity, and/or facility assigned to, the following represent the typical duties and responsibilities of this position.   • Plans and conducts technical administrative studies and analysis, which includes researching, collecting, tabulating, potential grant research, grant administration, and evaluating information.
  • Assists in developing and implementing goals related to public contracting, bid procurement and management, including projects as part of the California Uniform Public Construction Cost Accounting Act (CUPCCA).
  • Assists with departmental budget planning, development, and monitoring; prepares budget workup and monitoring required for grants; prepares routine cost/benefit analysis; coordinates activities required for audits.
  • Assists with contract negotiations; coordinates contract administrative duties with legal representatives, insurance agents and/or contract principals.
  • Acts internally as liaison between management and staff, and externally between management and representatives from other public agencies and contracted firms.
  • Writes complex reports, proposals, position papers, correspondence, and other documents.
  • Uses computers and other automated office equipment daily for financial and statistical analysis, database development, writing, communication, and the performance of related job duties.
  • Assist in the definition or purchasing requirement, costs and availability, and make recommendations for purchases including the management of the agencys California Uniform Public Construction Cost Act (CUPCCA).
  • Investigates and responds to complaints about operations.
  • Represent the agency for progress reporting and payment in coordination with Accounts Payable; make site visits and construction inspections as needed for observation and documentation.
  • May plan, organize, facilitate and/or participate in meetings and conferences, make presentations, and lead small group discussions.
  • May, under direction, make recommendations regarding planning, directing, and controlling the work of project staff. Coordinates and/or provides training to staff as required or needed.
  • Performs other related duties as assigned.

[[MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a bachelor's degree in business, Public Administration, Construction Management, Engineering or a closely related field, AND one year of responsible experience in administrative and/or budgetary analysis, construction accounting, construction and maintenance administration, construction project inspection, public works projects, and public contracting. OR an equivalent combination of training and experience sufficient to obtain the knowledge and skill to successfully perform the essential functions of the job. Requires a valid California driver's license. Construction inspection/certifications favored. Knowledge of applicable specialized subject matter; Public agency/government structure and administrative procedures; basic accounting, budgeting and statistical principles; basic supervisory practices and procedures; appropriate business construction and public works language and report-writing methods; automated office equipment and state-of-the-art software programs.
