The Strategic Force Program BU is seeking an OU (Operating Unit) Manager, Business Management 3, to join our team of qualified, diverse individuals to manage and lead all Business Management functions for multiple programs within the portfolio. This position will be located in Azusa, CA and will be onsite, with a limited capability to work remotely. This position’s standard work schedule is a 9/80.

Roles and responsibilities include, but are not limited to, the following:

  • Forecasting and execution of financial key-lines (Awards, Sales, OM, Cash Flow) to ensure predictability of financials and timely invoicing and collections of Cash

  • Develop Long Range Strategic Plan (LRSP) and the Annual Operating Plan (AOP)

  • Execution of Earned Value Management System (EVMS) Level 1 Programs, including program budgeting, Integrated Baseline Reviews (IBR), financial estimate at complete development, and internal and external audit

  • Collaboration with Directors and Program Managers

  • Clearly communicate business analysis senior management

  • Provide direct management for a team of Program Cost Control Analysts, and leadership to other business functions (Scheduling, Pricing and Estimating, Contracts, and Finance)

  • Develop proposals from draft RFP to award, including review of RFP, FAR clauses, coordination with subcontractor flow-downs, basis of estimates, indirect rates, pricing strategies, cash management, negotiation strategy and oversight, and presenting to Senior Management

  • Manage risks from both an execution and financial perspective

  • Interface with customer leadership on contract execution (CDRL submittals, funding requirements, invoicing, etc.)

The successful candidate will be responsible for all program related business management activities, including partnering with the Operating Unit Director to ensure organizational financial goals are achieved, ensure superior program financial performance, and ensuring the customer's mission is achieved. Additionally, the candidate, will have a proven track record in leading a diverse team as well as the ability to promote the professional development of the business management workforce, while fostering a collaborative culture.

The position requires some travel to customer and other off-site locations.

Basic Qualifications:

  • Bachelor’s degree in Business Administration, Accounting, Finance, or related discipline and 10+ years of industry related experience – OR – Master’s degree and 8+ years of industry related experience

  • Earned Value Proficiency including the Earned Value Guidelines and EAC development.

  • 5+ years of leadership experience (team, people, project, program, etc.)

  • Proficient in Microsoft Office suite

  • Knowledge of government program budgeting and forecasting, as well as, Annual Operating Plan development

  • Ability to obtain a DoD Top Secret security clearance

  • Experience preparing and presenting financial analysis to team and/or management

Preferred Qualifications:

  • MBA in Business Administration, Accounting or Finance

  • 2+ years of functional management experience

  • Experience with Cognos financial forecasting system

  • Experience with Cobra earned value management system

  • Experience with SAP

  • Understanding of DOD contracts and the FAR

  • Understanding of government Cost Accounting Standards

  • Current, active TS/SCI Security Clearance

  • Prior experience in proposal preparation and BOE preparation and evaluations

Salary Range: $149,400 - $224,000

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
