Job/Position DescriptionPerforms highly advanced (senior-level) project management work. This includes creating gap analyses and identifying unmet programmatic business needs, coordinating the planning and initiation of projects and following them through to completion, monitoring the progress and schedule of projects, and communicating with project stakeholders, management, and other relevant parties. Work includes the full spectrum of industry-accepted principles of project management including initiation, planning, execution, control, and closing assigned projects and subsidiary components. Work includes establishing strategic goals and objectives, managing scope, managing schedules and cost, creating work breakdown structures, resource planning, project planning, communications planning, presentations and briefings, metrics reporting, risk and issues management, quality control, change management, customer acceptance, cost tracking, lessons learned, and archiving project documentation.This position will lead and implement initiatives to modernize Texas WIC, maximize the use of technology, integrate technology systems, streamline program processes and synchronize complimentary work to ensure continuous improvement. Will direct, assign and evaluate the work of others. Performs highly advanced project management work under minimal supervision and with extensive latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.1. Strategic planning to ensure successful implementation of complex, multi-faceted, multi-year information technology projects. Oversight and coordination of statewide projects, identifies business need, obtains authorization and commitment, develops feasibility studies and creates implementation models. Tracks progress and risks and implements strategies to manage project schedule and user acceptance. (30%)2. Hires, manages, trains and coordinates the training of project and technical staff as needed. Provides leadership and direction to project teams. Coordinates work efforts of project staff. May testify before legislative and stakeholder groups on project status and other issues of public interest. Manages diverse stakeholder input and coordinates project activities with other state agencies, governmental jurisdictions, private sector partners and contractors. Develops and oversees extensive communication plan to ensure stakeholders are informed and their input is considered. Implements business improvement solutions consistent with HHSC information technology project guidelines. (30%)3. Directs, develops, and evaluates projects utilizing accepted project management methodologies. Develops criteria for evaluating proposals, and other pertinent information related to project assignments. Develops and implements plans to communicate and explain project methodology and processes to executive leadership. Coordinates and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications. Coordinates the preparation of written scope agreements, Work Breakdown Structures (WBS), resource and cost estimates, cost tracking and management, preparation of project management plans and subsidiary plans, and preparation of progress reports for executive management.
