Work involves eliciting, developing, and documenting user requirements. Prioritizes cross-office needs, reviews, assesses, and develops business processes.Serves as a liaison between WSC and the Information Technology (IT) Division to coordinate improvements to existing systems and development of new systems and processes to enhance office operations and delivery of data to stakeholders. Creates and validates user acceptance testing. Monitors post-implementation support of systems. May train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Assistant Deputy Executive Administrator of the Water Science Conservation Division. Essential Job Functions Works closely and amicably with WSC divisions, including management and subject matter experts, to identify and assess programmatic requirements related to dissemination of data and related products. Works with program areas to define goals of business areas and related systems. Devises flow charts and diagrams describing logical operational steps of workflows. Analyzes data-related policies and procedures to determine their effects on both systems and office operations. Gathers, analyzes, and documents user requirements and business needs to automate or improve existing workflows and data systems; suggests improvements; elicits and documents business needs for new processes and systems. Gathers, organizes, and archives documentation related to WSCs data services and products, which includes user requirements, programming version control, and data Quality Assurance manuals. Works with business areas and project managers to help define project scope. Develops business requirements using a combination of interviews, document analysis, requirements workshops, storyboards, surveys, business process descriptions, use cases, scenarios, business analysis, and/or task and workflow analysis. Writes business requirements according to standard templates in clear and concise language. Identifies opportunities to improve deliv ry of data and services and prepares proposals to improve existing systems and develop new systems. Proposes solution designs to achieve desired program results, including the identification of potential project risks and difficulties and design of strategies to mitigate or avoid them. Coordinates and facilitates the IT project request life cycle through business requirements coordination, technical specifications, and related artifacts review; monitors system integration and user acceptance testing prior to implementation. Participates in user acceptance testing and testing of new system functionality. Tests and diagnoses systems to ensure critical requirements are met. Creates business cases for new requests, systems, and processes, including by defining related business objectives, problems, and opportunities. May review complex project proposals and deliverables such as project charters, design documentation, test plans, and risk assessment plans; and may provide comments and suggestions to document owners. Coordinates with business areas and IT, to prepare and define the goal of systems, devising flow charts and diagrams describing logical operational steps of programs. Manages requirement traceability and tracks requirement status throughout the project. Manages change to baseline requirements through change control processes. Troubleshoots and solves problems relating to computer systems or programs. Maintains confidential and sensitive information. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses. May be required to operate a state or personal vehicle for business purposes. Performs other duties as assigned. Qualifications: Minimum Qualifications Graduation from an accredited four-year college or university with a bachelor's degree in Business Administration, Computer Science, Computer Information Systems, Management Information Systems, or a related field. Five years of experience conducting work relevant to Business Analysis, such as eliciting, coordinating, developing, analyzing, and implementing business requirements to improve data delivery systems and business processes as well as defining business area goals and proposing solution designs. Relevant education and experience can be substituted for each other on a year-for-year basis. Preferred Qualifications Advanced degree in Business Administration, Computer Science, Computer Information Systems, Management Information Systems, or a related field. Experience with the natural resources sector, particularly with water resources data and information. General knowledge of data best practices, including understanding of FAIR data principles. Experience with website data API interface function and design, such as RESTful API. Experience with Microsoft SQL Server tools. Experience using data visualization platforms, such as PowerBI. Experience with ESRI products, including ArcGIS Online and ArcGIS Pro. Certified Business Analysis Professional (CBAP), Project Management Institute - Professional Business Analyst (PMI-PBA), or Six Sigma certification.
