Job/Position DescriptionThe Division of Regional and Local Health Operations (RLHO) at DSHS is seeking a highly-qualified professional to fill the position of Legislative and Policy Specialist (Program Specialist VII). RLHO is a hub of excellence for a variety of public health services and activities, including direct and population-based public health services, leading the stateand#146;s health and medical response for disasters and coordinating bi-national public health initiatives. Under the supervision of the RLHO division Deputy Assistant Commissioner (DAC), the Legislative and Policy Specialist (Program Specialist VII) performs complex management, coordination, assessment, and oversight of legislative and policy activities for the RLHO division. Expected to exercise initiative and independent judgment to facilitate and streamline processes leading to the development of policies and best practices that have direct implications on the delivery of public health practice. The Legislative and Policy Specialist leads the development, analysis and implementation of proposed legislation and initiatives as they relate to all areas of the RLHO division. The Legislative and Policy Specialist serves as the primary division contact for DSHS Government Affairs and coordinates division actions and requirements with Government Affairs, other DSHS Divisions and Offices, the media, local health departments, members of the Texas state legislature and their staff and members of the public. Works with the DAC to set priorities and provide direction to all areas of the RLHO Division. Establishes processes for the development, coordination and review of legislative assignments; develops drafts and coordinates legislative reviews, analyses and assignments; supports the coordination and development of fiscal analyses for proposed legislation with RLHO division staff, and ensures timely assignment and completion of requests. This position also makes a significant contribution to the mission of RLHO by representing the Division on regular and adhoc workgroups and committees. Prepares documents and briefings for DAC, RLHO Associate Commissioner, and other DSHS leadership. Leads the development and coordination of analysis, planning, implementation, and monitoring of legislation. Directs, reviews, and revises RLHOand#146;s legislative input, analysis, tracking and activities. Directs legislative assignments to division Leadership. Provides oral and written policy analyses/reports. Carries out special projects assigned by the DAC. Candidates must be in the Austin area.
