Job/Position DescriptionPerforms highly advanced managerial, consultative, administrative, and technical work in planning, developing, implementing, evaluating, coordinating, and directing Immunization Information System (IIS), ImmTrac2, activities for the IIS Unit. Works under general direction of the IIS Unit Director with considerable latitude for the use of initiative and independent judgment. Establishes goals and objectives of the IIS Operations Group and the state-wide immunization tracking system, ImmTrac2. Develops guidelines, policies, and procedures. Ensures that rules are updated and in accordance with legislation regarding the registry. Develops and implements quality assurance procedures for program evaluation. Works with DSHS Information Technology staff and vendor contractors on the maintenance and support of the ImmTrac2 application including the monitoring of contractor expenditures. Develops and evaluates budget requests for grant proposals. Works cross-functionally to develop educational programs for various Registry users. Utilizes project management skills to ensure operations and the Registry application complement one another. Works with stakeholders. Plans, assigns, and supervises the work of others.Essential Job Functions(25%) Represents the IIS Operations Group and IIS Unit at meetings, hearings, and conferences and reviews proposed legislation and makes recommendations for DSHS to that legislation. Responds to inquiries from DSHS management, the Office of General Counsel, the Office of Government Affairs, and the Texas Legislature. Oversees the activities of staff who respond to inquiries from the general public, regional and local health departments, medical, nursing, other health professionals, and the media on matters related to data sharing, confidentiality, etc. Works closely with staff that coordinate the rules process to ensure that rules pertaining to ImmTrac2 are in accordance with the legislation governing the registry. Attends Legislative Budget Board (LBB) hearings and legislative briefings. Represents the IIS Unit at meetings with other agencies and organizations. Travels to regional and local health departments to make public presentations as requested.(35%) Manages and directs all IIS Operations Group activities. Establishes goals and objectives to ensure that legislation, rules, the federal grant, and DSHS priorities are implemented and evaluates the Group's activities for effectiveness. Develops and modifies policies and procedures regarding the Registry. Develops and implements quality assurance procedures, standards, and methodologies to monitor compliance with standards and procedures. Assures that data integrity and confidentiality are maintained. Develops budgets, cost estimates, monitors expenditures, and makes budget requests annually in preparation of the federal grant. Establishes short and mid-term program goals and objectives and formulates long-range plans for the statewide implementation and ongoing maintenance of the Registry and participates in the IIS Unit strategic planning. Prepares and edits routine and ad hoc summary reports as requested.
