Position Overview: The Manager of Effective Framework Alignment will plan, develop aligned content, deliver high impact training, collect and analyze data on framework effectiveness, and manage internal and external stakeholders to manage ESF and EDF aligned supports that provide a clear vision for ensuring excellent education for all Texas students. The Effective District Framework (EDF) is a framework designed to support districts with planning and implementing effective district systems that lead to their envisioned student experience and ambitious student outcomes. The frameworks levers consist of systems such as Organizational Planning Performance Management, Talent Systems, Culture Student Support Experience, Academic Experience, Instructional Capacity Building, and Finance and Operations.and#8239; The Effective Schools Framework (ESF) is a framework designed to support district and campus leaders with planning and implementing effective campus systems to improve student outcomes. The frameworks levers consist of systems such as Strong School Leadership Planning, Strategic Staffing, Positive School Culture, High-Quality Instructional Materials Assessment, and Effective Instruction. The Manager will report to the Director of District Leadership Content and Training, closely partnering with the director and senior agency leadership to collaboratively strategize, plan, and deliver the supports above. As a leader of fast-moving programmatic work, the Manager will be responsible for quality assurance of content and supports, rolling up and reporting out data and lessons learned to the Division Director of District Strategic Supports and other senior leaders at the TEA. The Manager will performance manage technical assistance vendors and Education Service Centers. The role will involve interactions and relationship-building with ESCs, district superintendents, their leadership teams, and campus principals. The role entails significant internal TEA and external stakeholder engagement to ensure content and supports provided incorporate our strongest content expertise and field feedback. and#8239; This role sits within TEAs Division of District Strategic Leadership, which includes the District Leadership Supports Team and the District Strategic Advising Team which collectively support superintendents, districts, and campuses across Texas with strategic planning, performance management, and research-based best practices.and#8239; and#8239; Flexible work location within the state of Texas may be considered for qualified candidates. Effective Schools and District Framework Content Development: Support the development of the Effective District Framework content aligned to the Effective Schools Framework, including success criteria, tools, exemplars, resources, and aligned professional development content2. Effective District and Schools Framework Capacity Building: Partner with agency experts and external partners to support development of tools and resources for capacity building of ESC staff and LEAs related to EDF and ESF research based best practice content3. Professional Development Delivery: Support the development and delivery of high impact professional development and ongoing job-embedded coaching aligned to principles of adult learning on ESF and EDF content aligned to program goals4. Data Management: Support the development of systems to collect, analyze, and track data across the Effective District Framework and Effective Schools Framework5. Performance Management and Continuous Improvement: Monitor effectiveness of implementation EDF and ESF supports and training, support development of content for calibration sessions to ensure consistency and integrity of service across regions and providers in delivery of EDF and ESF services, and attend regular ESC/LEA check-ins to ensure progress and continued support Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least five (5) years of experience including 1) campus or district leadership position 2) managing large, complex programs with multiple stakeholders 3) experience in conducting organization-wide (e.g., district-wide, non-profit wide, etc.) strategic planning and performance management aligned to research-based best practices Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Keen eye toward building high quality content aligned to best practices, research, and adult learning principles Highly organized with strong planning and strategic thinking skills; ability to balance the demands of multiple projects at different stages of development while maintaining quality and consistency across all work Problem-solving orientation, with an ability to break down complex information into component parts, ask questions, synthesize, and analyze Ability to build relationships and strong rapport with others, and an ability to manage relationships with senior district, ESC and internal agency stakeholders Meticulous attention to detail with an ability to produce high quality work in a dynamic environment Excellent written and oral communication skills A desire to self-reflect, give/receive feedback and continuously improve Prior experience with Texas schools and broad knowledge of Texas education preferred As an equal opportunity employer, we hire without consideration to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to the military employment preference.
