Job/Position DescriptionThe IT Communication Specialist plans, develops, writes, edits, and coordinates submittal of documents required to obtain project approval and financial participation from state and federal oversight authorities. Provides consultation regarding state and federal rules and regulations governing information technology (IT) projects to HHS system and member agency staff. Coordinates cross-area projects to meet legislative reporting requirements. Reviews and edits critical agency documentation for an executive- level audience. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Plans, develops, writes, edits, and coordinates submittal of documents required to obtain project approval and financial participation from state and federal oversight. authorities.Collects necessary information to develop and coordinate submission of accurate, well-written documents within requested timeframes.Monitors review and approval of documents.Develops and coordinates responses to questions/issues in a timely manner.Provides consultation regarding state and federal rules and regulations governing IT projects to HHSC Enterprise and member agency staff.Interprets policies, procedures, rules, regulations, and standards to staff at HHS system divisions.Provides timely and accurate analysis of requested information.Prepares and/or delivers presentations and information regarding federal and state funding, reporting, and IT planning.Develops action plans, schedules, recommendations for problem resolution, and status reports.Advises project teams and management on issues impacting IT projects.Participates in cross-training initiatives as assigned.Documents job duties, processes, and procedures.Trains backups as assigned.Handles special projects as assigned.Submits required deliverables by designated due dates.Registrations, Licensure Requirements or CertificationsN/AKnowledge Skills AbilitiesKnowledge of applicable rules, regulations, policies, functions, and operations of the HHS system and of related legislative procedures.Knowledge of program planning and implementation.Knowledge of information technology trends (hardware, software, and services).Knowledge of HHS system programs and IT projects.Skill in communicating effectively both verbally and in writing.Skill to handle multiple projects and meet tight deadlines.Skills in quantitative and qualitative analysis.Quality Assurance skills, ensuring all documents submitted conform to agency and federal and state guidelines and requirements, as well as the agency writing style guide.Ability to prioritize and manage multiple tasks.Ability to coordinate with other staff, departments, officials, agencies, organizations, and the public.Ability to direct and organize program activities.Ability to interpret and apply agency, state, and federal rules, regulations, policies, and procedures.Initial Screening CriteriaTwo years of experience in writing, editing, and presenting documents for an executive level audience in a large company or organization.Degree from a 4-year university is preferred.
