CSEC is a grant funding, administrative Texas state agency that is the state's authority on emergency communications. CSEC is authorized to have 26 full-time equivalents.. CSEC is located on the Capitol Mall in the new George H. W. Bush State Office Building across from the Texas State History Museum.

CSEC administers the state 9-1-1 service program and the statewide poison control program and is also administering a multi-year statewide federal grant program to transition Texas to providing Next Generation 9-1-1 Service by a target date of September 1, 2025. For 9-1-1, the Commission provides grants to 20 Regional Planning Commission (RPC) grantee stakeholders to provide 9-1-1 service in mostly rural areas of Texas. For poison control, Commission provides grants to six Regional Poison Control Center (RPCC) grantee stakeholders to provide poison control services to the public and health care professionals. CSEC's Board is comprised of nine voting Commissioners appointed by the Governor (five members), the Lieutenant Governor (two), and the Speaker of the House of Representatives (two); plus three non-voting ex officio Commissioners identified in statute.

JOB DESCRIPTION:

Reporting to the Director of Information Technology, the Information Technology Business Analyst performs complex (journey-level) business analysis work in an office setting of 26 FTEs. Works under general supervision, with moderate latitude for the use of initiative and independent judgement. Duties include the upgrade and update of computers or applications, training staff to use new configurations or applications and software, providing daily support to in-office staff on technical needs, management and disposition of the agency's IT assets. They may also assist and lend technical knowledge to the Texas Poison Control Network (TPCN), administered by CSEC, and will coordinate with CSEC IT contractors to deliver IT services to staff or constituents. This position will serve as the agency's Electronic Information Resources (EIR) Accessibility Coordinator and maintain the CSEC public-facing website.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES/DUTIES/EXAMPLES OF WORK PERFORMED:

  • May assist in the requirement gathering, development, and testing of SalesForce applications, enhancements, and bugs or issues as they relate to CSEC business operations.
  • May research and recommend tools or applications that supports CSEC staff business needs.
  • Will assist the Director of IT in policy review and development.
  • Through coordination with CSEC's managed service providers, provides support and technical assistance to users, assists with onboarding and offboarding of users, investigates user problems, identifies causes, determines solutions, tests, and implements solutions for information tec nology related matters.
  • Will maintain and enhance the CSEC Public Facing Website and Agency SharePoint environment.
  • May assist in implementing automation of CSEC business processes.
  • May develop Project artifacts to support IT goals and initiatives.
  • Will assist in the creation of Purchase Requisitions for the CSEC IT Department.
  • May work with agency contract and procurement staff to ensure vendors are meeting contract requirements.
  • Will lend technical expertise to Commission Meetings.
  • Develops and conducts training for agency users on productivity tools; assists users in maximizing use of productivity tools to improve agency efficiency.
  • It is an essential job function for assigned personnel to meet attendance expectations.
  • Performs related work as assigned.

GENERAL QUALIFICATIONS/REQUIREMENTS: EDUCATION

Graduation from an accredited college or university with a bachelor's or associate degree with preferred major course work in Business, Computer Science, Computer Information Systems, Management Information Systems, or a related or applicable field.

Note: Experience and education may be substituted for one another on a year-for-year basis.
