Job/Position DescriptionPerforms highly complex (senior level) financial monitoring of government, educational, non-profit and/or for-profit entities contracted to administer various programs for the Department of State Health Services (DSHS), Division of Infectious Disease Prevention (IDP). Work involves the examination, investigation, and review of accounting records, financial statements, management practices, and internal controls to ensure compliance with Federal and State laws and/or regulations, as well as DSHS/ Health and Human Services (HHS) policies, regulations, and contract provisions. Work also involves providing technical assistance to contractors and DSHS IDP Human Immunodeficiency Virus (HIV) and Sexually Transmitted Diseases (STD) Unit staff. Communicates observations, findings, and technical guidance to internal and external stakeholders. Must be able to lead a team and oversee the work of others. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.Essential Job Functions(45%) Serves as a consultant and technical advisor on financial matters for administration, programs, and financial partners. Develops and provides technical assistance to DSHS programs in all matters relating to financial compliance. Participates in the development and/or modification of DSHS financial reporting processes, procedures, and forms. Work will include assistance in developing the scope of work, contracts, reviewing budgets, and procurements related to IDP HIV STD Unit-administered contracts. This position must routinely write professional reports related to financial compliance, communicate observations, findings, and technical guidance to internal and external stakeholders.(20%) Performs complex financial monitoring of entities contracted to administer various programs for HIV STD Unit. Work involves the examination, investigation, and review of accounting records, financial statements, management practices, and internal controls to ensure compliance with federal and state laws and/or regulations as well as DSHS policies, regulations, and contract provisions. Identify financial non-compliance issues in accordance with established guidelines. Work will involve interviews with program staff, analysis, and review of backup documentation relevant to review, analysis of independently audited financial statements, and review of financial and/or programmatic reports submitted to IDP. Reviews all documentation used to formulate findings to ensure the documentation, written findings, and outcomes or recommendations are accurate and well supported.(15%) Work includes developing timelines for financial compliance projects, strategic plans, setting priorities to achieve grant goals and fiscal requirements, and coordinating with staff to implement programs, legislative mandates, and grants. Work includes developing, participating, and coordinating training on financial topics in an onsite, virtual, or e-learning environment, also participating in workshops and meetings. This position supports in the develops curricula, instructional methods, training aids, manuals, and other materials and products.
