Job/Position DescriptionData Analyst VThe Data Analyst V position plays a pivotal role by contributing and applying relevant knowledge and analytical skills to support HHSC in its mission to provide essential health and human services to eligible vulnerable Texans in the most effective manner. It is selected by and reports to the Manager of the Demography-GIS team in the Signal Detection, Visualization and Performance (SDVP) department within the Office of Data, Analytics, and Performance (DAP). The position performs highly complex (senior level) functions including data analytics consultation, research, data quality management and evaluation, and applications development. Works under limited supervision with significant to extensive latitude for the use of initiative and independent judgment. The position contributes original data analytics and research ideas, coordinates and collaborates with other staff, customers, and stakeholders to (1) identify, analyze, visualize, and report patterns and trends in population demographics as well as socioeconomic and health factors impacting the demand for and utilization of health and human services at the state and local level, and (2) identify, analyze, visualize and report patterns and trends related to internal and external factors impacting the agencyand#146;s ability to provide adequate access to programs and the necessary infrastructure to support them consistent with policy and performance goals at the state and local level. The position emphasizes coordinating and collaborating in the (1) design and production of geospatial data analyses, including the geo-visualization of demographic, socioeconomic, health, and program data to assess and report population needs and program performance across the different regions and local areas through the use of web-based interactive visualization and other tools, and (2) mentoring, providing guidance and making recommendations to team members and other staff related to the understanding, use and interpretation of HHS program data and externally produced demographic, socioeconomic and health data (e.g., U.S. Census Bureau and Vital Statistics data) and in the use of Geographic Information Systems methods, technologies and applications, in particular, but not limited, to those under the ArcGIS umbrella. Essential Job FunctionsEJ1: Identification and analysis of external factors impacting the demand for and utilization of Health and Human Services and the agencyand#146;s ability to provide services. Designs and produces data analyses and reports to evaluate the impact of patterns and trends in demographic, socioeconomic, health, and other external factors on the demand and utilization of health and human services in the state as a whole and across the different regions and local areas through the use of web-based interactive visualization and the implementation of other data reporting tools and standards. Designs and produces data analyses that identify and evaluate patterns and trends related to internal and external factors impacting the agencyand#146;s ability to provide adequate access to programs and the infrastructure that is necessary to support them consistent with policy and performance goals at the state and local level (40%).EJ2: Geospatial Data Analysis and Visualization.
