Job/Position DescriptionContract Specialist VUnder the supervision of the Financial Branch Manager, provides team leadership and support in contract management with minimal supervision and with extensive latitude for the use of initiative and independent judgment. Performs highly advanced, senior level, technical and consultative work assisting with the oversight of the daily operations within the Contract Management Section (CMS) and assists with invoice processing and financial reconciliation. Responsible for maintaining various contract reporting and tracking databases, including the contract financial information, and for preparing highly professional management reports for contracts and other pertinent data as it relates to contract management. Responsible for implementing goals and objectives; developing contract financial guidelines and team policies and procedures; coordinating schedules, priorities, and standards for achieving established performance measures; monitoring contract compliance with federal and state laws, rules, regulations, guidelines, policies and procedures. Coordinates and implements changes as new federal and state laws, rules, regulations and agency policies become effective. Provides guidance regarding contract administration policies and procedures to program staff, management, and other Department staff as appropriate. Monitors contractor expenditures, provides technical assistance to contractors, agency staff and peers. Responsible for training new staff, as needed. Provides high-quality customer service to external and internal customers by prompt responses to inquiries, taking the initiative to solve problems, exercising flexibility, and continuing to seek improvements within the branch and program areas. Interacts routinely with customers including program managers, staff, contractors, stakeholders, organizations, and other state agencies to ensure appropriate contractor invoicing according to contract terms. Essential Job FunctionsEJF 1. Performs oversight and maintains various contract reporting and tracking databases, including detailed quality assurance of key contract information and financial contract data. Reviews and/or administers the billing process and eligibility monitoring functions for contract billing. Lead efforts in contract expenditure tracking and manages the review and approval of contract invoices. Analyzes contract financial information, including contract spending trends and grant funding expenses, and other contract budget and accounting activities. Prepares highly professional management reports for contracts on a regular basis, including special report requests, all completed within critical timelines and with a high degree of accuracy. Performa ongoing contract information projects and reports, using Microsoft Excel to compile data, add necessary formulas/calculations, and format final output for proper intended audience. Monitors expenditures to ensure appropriate use of funds. Communicates the results and recommends actions on a routine basis to program and other Department staff as appropriate. (40%)EJF 2.
