Job/Position DescriptionContract Specialist VThis position is open to telework and/or at a designated facility home base. Must reside in Texas, select an office base at one of our designated locations and be in commutable distance to said location, as occasional in-office presence may be required. Travel to and from office base is not reimbursable. There is no guarantee of permanent telework, employees must meet telework eligibility requirements in accordance with agency policy, and any telework options are subject to change.Under the direction of the Manager of the Contract Team for the Health and Specialty Care Services (HSCS) division, the Contract Specialist V (CS V) position performs highly advanced (senior level) contract management work and reporting functions for the State Office Contract Team. The CS V works under minimal supervision with extensive latitude for the use of initiative and independent judgement in the performance of duties within established laws, regulations, standards, rules and policies of the Health and Human Services Commission (HHSC). Provides training in group settings. Represents the division at meetings, conferences, and seminars or on panels, and committees as required relative to contract administration and procurement related activities. Creates and designs reports. Provides monitoring reports and tools for State Office contract team for contract administration and make recommendations for improvements to the Contract Team Manager of HSCS. Provide guidance regarding contract administration, policies and procedures to HSCS staff. Resolves audit exceptions by defining causes of errors and recommending appropriate solutions. Essential Job FunctionsTask 1 - Initiates, coordinates, and oversees the development of statewide solicitations including Requests forProposals (RFP), Open Enrollments (OE), Requests for Information (RFI), Requests for Offers (RFO), and Request for Qualifications (RFQ) for contracted services, including Interagency and Interlocal contracts, MOUs/MOAs and Non-Financial Agreements, Non-Competitive contracts, Open Enrollments, Group Purchasing Organizations, Revenue Generating, renewals and amendments to support State Supported Living Centers(SSLCs) and State Hospitals (SH) operations and facilities. Provides oversight to assigned division contractmanagers, to internal and external stakeholders, regarding contract administration, policies, procedures andapplicable business processes. Serves as the liaison to the SHs and SSLCs, including (but not limited) to HHSContract Oversight and Support, HHS Legal, and HHS PCS. Provides assistance with processing requisitions, developing solicitations including scope preparation, evaluates bid or application information supplied by bidders, and addresses contractor performance issues, monitors and tracks expenditures of assigned contracts to meet policy requirements and negotiating contract specifications. Completes contract management duties required for assigned contracts meeting deadlines based on HHSC policy.
