Job/Position DescriptionContract Specialist III* 100 PERCENT TELEWORK AVAILABLE *The Texas Health and Human Services Commission (HHSC) IT Contract Management (ITCM) team is looking for individuals who want to join an exciting and dynamic team working in a high-performing and innovative environment. The team serves as the IT divisionand#146;s principal liaison for purchases of IT-related goods and services. The teamand#146;s values include Integrity, Trust, Collaboration, Accountability, Reliability, Excellence and Stewardship, IT CARES.The Contract Specialist III (CS III) reports to the director of ITCM and also receives direction from a team lead position classified as a Contract Administration Manager II (CAM II). The CS III performs highly complex(senior-level) contract and Transactional Purchase Orders (TPO) management functions for information technology contracts and TPOs typically valued between $50,000 and $500,000.The CS III responsibilities include, but are not limited to:and#149; Serving as the single point of contact for agency communication with the contractor regarding all matters pertaining to the contract or TPO,and#149; Monitoring contractor performance on established key performance indicators, deliverables, and milestones,and#149; Maintaining and updating contract or TPO records in the Centralized Accounting and Payroll/Personnel System Financial (CAPPS FIN) and/or System of Contract Operation and Reporting (SCOR),and#149; Coordinating risk assessments,and#149; Working collaboratively with senior staff, as well as Program area, Procurement and Contracting Services (PCS), Historical Underutilized Businesses (HUB) and Systems Contracting (Legal) staff to develop plans to mitigate contract or TPO risk, andand#149; Managing the contract or TPO throughout the contract lifecycle, ensuring all contract activities are completed timely.The CS III works under limited supervision, with considerable latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.1.(30 percent) The CS III is responsible for ensuring the contractor is held accountable for timely performance, including:and#149;Possessing advance knowledge of the contract terms, purpose, scope, requirements, expenditures, deliverables, and milestones.and#149;Assisting in the development of specific, time-bound, performance measures and requirements to ensure contractor accountability, and#149;Assisting with monitoring activities of the contractorand#146;s performance and entering results into SCOR,and#149;Elevating to IT management, Legal, and PCS whenever there is a dispute or deficiency with the contractor's performance, in a timely manner, and and#149;Recommending remedies, as appropriate, when a contractorand#146;s performance is deficient.2.(30 percent) The CS III is responsible for maintaining the contract record, including:and#149;Completing a thorough review of all contract data and documentation in SCOR within 10 days from the contract effective date, as described in ITCM policy, and#149;Maintaining thorough and up to date documentation as required in SCOR, and#149;Reviewing and recording deliverables status into the SCOR Deliverables sub-module, andand#149;Complying with record retention requirements.3.(20 percent) The CS III is responsible for coordinating the contract lifecycle, including:and#149;Confirming service and deliverables are complete prior to the expiration date of the contract, and#149;Verifying the accuracy of invoices and authorizi https://jobshrportal.hhsc.state.tx.us/ENG/CareerPortal/job_profile.cfm?szOrderID=587670 Copy the URL in the preceding sentence to an Internet Explorer browser to apply to the job directly through the Texas Health and Human Services Career Portal.
