Job/Position DescriptionAccountant II Gen Ledger. This position offers a hybrid work schedule. Work in an office environment with opportunities to work remotely. This position performs complex accounting work on checking and savings accounts belonging to clients that are in foster care with TDFPS/Child Protective Services. This position uses IMPACT to perform AP, AR, and reconciliation functions for multiple regional accounts at an individual child account level including the posting of revenue transactions and submitting invoices for payment; monitoring child trust/savings/dedicated accounts in accordance with federal and agency policy; and completes required reconciliation in accordance with General Accepted Accounting Principles (GAAP). Occasional cross-training of other accounting staff on critical job functions. Works under moderate supervision and must have the ability to complete assignments with strict deadlines.Essential Job FunctionsRecord receipt of Automated Clearing House (ACH) deposits and checks from Supplemental Social Security Income (SSI), Retirement Survivors Disability Insurance (RSDI), and Veteran's Administration (VA) for children in TDFPS conservatorship. Initiate, complete and reconcile fund transfers in regional bank accounts.In accordance with DFPS policy and in conjunction with federal guidelines, determine how children's income should be allocated and ensure that all disbursements are issued within strict timelines. Monitor invoices and disburse payments timely.Work with providers to identify and correct billing discrepancies. Facilitate recoupment of childrenand#146;s income payments according to DFPS policy. Maintain detailed records of all collection efforts and sets up payment plans when required by policy. Review online banking system and IMPACT transactions daily to ensure debits clear for the correct amounts and to review transactions for errors and fraudulent activity. Prepare monthly reconciliation of bank accounts (checking and savings) to IMPACT, notating any discrepancies and timing differences. Performs other duties as assigned and required to maintain unit operations.
