This professional position serves as a member of the School Finance and Operations Team and acts as the Department of Education’s (DOE’s) specialist and initial point of contact for staff in local schools and school administrative units regarding student enrollments and their data in order to fulfill State and federal reporting requirements and provide guidance for all aspects of school enrollment that impact school funding calculations and federal reporting. As the Department’s Enrollment Data Analyst, the position will analyze enrollment data gathered from local education agencies and make recommendations to improve the data collection process. They will also provide training and guidance to ensure the quality and timeliness of the local data collected. This position serves as the subject matter expert on school enrollment. This position is responsible for the creation of reports from the Department’s databases in order to respond to data requests and populating the Department’s data warehouse and website.
REPRESENTATIVE TASKS (Assignments include but are not limited to the following)
Support the ongoing implementation of the Essential Programming & Services Funding Act and providing data analysis and quality control, as it relates to school enrollments.
Assist the department Helpdesk in providing guidance to local education agencies on the proper reporting of student enrollments.
Recommends and assists in making decisions regarding the development, implementation and enforcement of policies and procedures as they pertain to collection and reporting of student enrollment data, graduation data, dropout data, attendance data, and truancy data.
Recommends and assists the Education Data Reporting Coordinator, Education Data Manager, School Finance & Operations Team Leader & Policy Director and Commissioner of the elements and alternatives for all aspects of school enrollment that impacts school funding calculations and federal reporting.
Determines methods of selection, collection, and presentation of data and documents needed for departmental statistical information.
Participates in decision making with the Maine Department of Education Data Team for the accomplishment of the unit’s duties and responsibilities.
Work with all Department and local staff as well as school and district staff to train in the collection and use of enrollment information. Schedule and provide training sessions for local administrators on using NEO (the department’s internal data store) and the Synergy Student Information System.
Create and direct the creation of reports to respond to data requests and populating the Department’s data warehouse and website.
Work with School Finance and Operations Team personnel to upgrade the systems, make changes in the structure, and order specialized reports.
Effectively assist the efforts of: DOE data administrators; DOE information (content) administrators, Office of Information Services support services, school administrative unit technical and administrative contacts, Department teams, and software and hardware vendors, as they relate to student enrollment data collections and other Department of Education databases.
KNOWLEDGES, SKILLS AND ABILITIES REQUIRED: (These are among the requirements to successfully perform the work assigned).
Knowledge of Federal Educational Rights and Privacy Act (FERPA) and other state and federal regulations regarding the release of data.
Knowledge of student enrollment data requirements, attendance data requirements, truancy data requirements, dropout data requirements, and graduation data requirements.
Knowledge of educational data and data sources including but not limited to student enrollment and other related data.
Knowledge of rules, regulations, and guidelines applicable to and enforced by the Department.
Knowledge of data quality standards.
Ability to provide technical assistance to local school administrators and staff in reporting student enrollments.
Ability to interpret and explain statutory provisions to local school authorities and the public.
Ability to write educational objectives and outcomes and develop valid evaluation processes.
Ability to develop and deliver effective training for adult learners in the technical aspects, implementation, and use of data systems to report student performance and other data.
Customer service orientation.
Excellent organizational skills.
Ability to communicate effectively orally and in writing.
Experience and understanding of relational databases.
Experience using database tools like MS Excel, MS Access and MS SQL to extract data.
Ability to use technologies effectively – word processing, spreadsheets, database management, email, etc.
Ability to build collaborative relationships to implement and enhance the provision of services related to the student enrollment data collection and use for all users.
A Bachelor’s Degree in Education or related specialty area and two (2) years professional level experience in the use of educational data collection, analysis, and reporting systems. A Master’s Degree in Education or required specialty/subject area may be substituted for experience on a year-for-year basis.
Preferred candidates will have experience with databases and computer systems typical of those used by State government and school units; and a thorough understanding of education data and data requirements. The position requires excellent communication skills applicable to interaction with a variety of technical and non-technical audiences.
The value of State’s share of Employee’s Retirement is 15.37% of salary for BU. The value of State-paid Dental Insurance: $13.13 biweekly. The value* of State-paid Health Insurance:
Level 1: 100% State Contribution (employee pays nothing): $444.68 biweekly
Level 2: 95% State Contribution (employee pays 5%): $422.45 biweekly
Level 3: 90% State Contribution (employee pays 10%): $400.21 biweekly
Level 4: 85% State Contribution (employee pays 15%): $377.98 biweekly
*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
