Come join a dedicated team supporting a strong early care and education system in Maine! As the Child Care Services Program Manager, you will be an Administrator of the Child Care and Development Fund (CCDF) federal block grant and advise the Office of Child and Family Services (OCFS) leadership team on child care policies and practices.

Some of your core responsibilities include:

· Oversee child care subsidy services and policies

· Align key components of child care services, such as the utilization of cost modeling and market rates to inform child care financing strategies.

· Support the development and rollout of Maine’s new child care management system

· Draft and support implementation of Maine’s Child Care Development Fund plan.

· Lead the early care and education division’s work with the Administration for Children and Families and OCFS’ Child Care Licensing unit and Background Check Unit

· Ensure compliance with CCDF rules and regulations and serve as the point person for federal and state program and funding audits

This position works closely with the Associate Director of Early Care and Education, the Preschool Development Grant (PDG) Program Manager, and other program managers in the Early Care and Education Division. This position supervises the Child Care Affordability Program managers and staff.

Skills and Knowledge:

  • Knowledge of program development, evaluation, budgeting, and quality assurance.

  • Knowledge of federal grants, reporting, and compliance.

  • Ability to develop and implement program goals and objectives.

  • Ability to establish and maintain collaborative and effective working relationships.

Minimum Qualifications:

Four (4) years of progressively responsible experience in social service or mental health/developmental disabilities programs and a bachelor’s degree. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis.

The backgrounds of well-qualified candidates should demonstrate the following competencies:
  1. A thorough knowledge of the early care and education system and other child-serving systems.

  2. Leadership and management skills and knowledge.

  3. Excellent oral and written communication skills.
