Job Description:

This is professional services work of a managerial nature in directing and overseeing the functions of a unit within Maine Revenue Services. Responsibilities include planning, organizing, and controlling the activities of professional, technical, and clerical employees.

Work is performed under limited supervision.

Typical Duties:

  • Plans, organizes, assigns, and directs the work activities of subordinate staff in order to facilitate attainment of unit work goals and ensure consistent application of policies, procedures, and guidelines.

  • Confers with and counsels subordinate staff in order to exchange information; explain work policies, procedures, and guidelines; and identify and solve work related problems.

  • Manages unit operations and programs in order to establish operational priorities, coordinate operations with other functions, and ensure program objectives and standards are established and attained.

  • Determines and requests staff, material, and equipment needed to support operations and programs managed in order to contribute to the formulation and justification of budgetary requests.

  • Writes reports and financial statements in order to provide information on financial status and program activities.

  • Analyzes operational and financial conditions in order to recommend improvements in policies and procedures.

  • Implements, administers, and complies with human resource laws, policies, procedures, and practices, including: AA/EEO, recruitment, employment, performance appraisals, training, discipline, contract administration, and employee safety to ensure the fair and equal treatment of subordinate employees.


A bachelor’s degree from an accredited educational institution and two (2) years professional experience in business management, accounting, personnel management, or related field. Equivalent work experience may be substituted for educational requirement on a year-for-year basis.

The backgrounds of well-qualified candidates will demonstrate the following competencies:

  • Prior performance management experience to include creating standards and expectations for staff, conducting interim and annual reviews, disciplinary action.

  • A proven ability to be flexible and adjust to business needs while balancing multiple tasks and priorities. Strong time management skills and the ability to meet tight deadlines is essential.

  • Highly effective communication skills with the ability to identify problems, formulate corrections, and propose recommendations for improvement to senior management.

  • Experience using workflow and inventory management software tools.

The value of State’s share of Employee’s Retirement: 15.37% of salary for BU positions. The value of State-paid Dental Insurance: $13.13 biweekly. The value* of State-paid Health Insurance:

  • Level 1: 100% State Contribution (employee pays nothing): $444.68 biweekly

  • Level 2: 95% State Contribution (employee pays 5%): $422.45 biweekly

  • Level 3: 90% State Contribution (employee pays 10%): $400.21 biweekly

  • Level 4: 85% State Contribution (employee pays 15%): $377.98 biweekly

*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
