DAFS Financial Service Centers provide professional expertise to manage the financial activities of multiple state and quasi-state agencies with accounts that vary in size and complexity. Services for customers include grant management, federal reporting, bond and certificates of participation borrowing, fixed asset management, budget management, financial analysis/reporting, processing payables and receivables, cash management and additional administrative functions. The General Government Service Center (GGSC) provides these services to approximately 30 customer agencies with staff distributed across a Budgeting, Analysis and Reporting Team, an Accounting Transactions Team and an Information Technology Finance Team.

JOB DESCRIPTION:

This is technical accounting services work as well as paraprofessional support work involving the review of financial transactions and the application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines. Employees in this classification examine, account for, reconcile, analyze, and interpret basic accounting data and records in accordance with GAAP/GASB standards, state/agency accounting procedures, and appropriate internal controls. Employees use and apply basic accounting theory to analyze and resolve standard accounting transaction problems. Employees interact with program staff to exchange information, explain accounting processes, and resolve accounting discrepancies and disputes. This position operates as a member of the Accounting Division responsible for analyzing, preparing and paying invoices, billing, deposits, journal vouchers and year-end profit/loss statements for the Bureau of General Services.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of generally accepted accounting theories, principles, methods, practices, and terminology.

  • Knowledge of governmental accounting standards and systems.

  • Knowledge of computerized accounting systems.

  • Knowledge of standardized desktop technology and products.

  • Ability to apply generally accepted accounting principles to account for revenue, expenditures, accounts payable, and accounts receivable.

  • Ability to review fiscal transactions for conformity with applicable laws, policies, and procedures.

  • Ability to communicate effectively.

MINIMUM QUALIFICATIONS:

  • An Associates Degree from an accredited educational institution in Accounting -OR-

  • any Bachelors Degree from an accredited educational institution that includes 12 semester hours in accounting coursework -OR-

  • 3 years of practical work experience providing complex technical support to professional accounting staff. Accounting coursework must include successful completion of Principles of Accounting I & II plus two other accounting-related courses. Experience must demonstrate comprehension and application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
