Noblis Program Analyst - Technical in Atlantic City, New Jersey

Responsibilities

Noblis is helping FAA manage large and complex telecommunications and information management programs that use state of the art technologies to deliver enterprise infrastructure services essential to the safe and efficient operation of the largest, safest, and most complex aviation system in the world. This is an opportunity for someone with excellent project management, coordination, and administrative skills to join a dynamic team at the Federal Aviation Administration (FAA) William J. Hughes Technical Center in the competitive acquisition, implementation, and lifecycle management of the FAA Enterprise Networks Services (FENS) program. The FENS program will provide highly-available and secure communications, information services, and networking capabilities essential to National Airspace System (NAS) operations and agency administration.

The Program Analyst will be responsible for the development and editing of test-related plans, procedures, reports, meeting minutes, schedules, and inventories/configuration management documentation. As part of a multi-disciplinary team, you will directly engage with FAA program leads, technical professionals, and senior managersin a dynamic and fast-paced environmentto ensure process adherence. Superb social and interpersonal skills are required to effectively coordinate with a team of professionals who are both technical and non-technical and to ensure the team maintains a positive and collaborative relationship with external stakeholders. Attention to detail, responsiveness, and consistently high-quality work products are a must.

Activities and responsibilities associated with this position include but not limited to:

  • Provide technical and editorial reviews of FENS team documentation and deliver comments back to the author.

  • Ensure adherence to FAA Acquisition Management (AMS) processes and conform with Tech Center Test and Evaluation Quality Management System (QMS) processes.

  • Coordinate test planning, review execution results, and prepare summary result reports for engineers and FAA management.

  • Work closely with FAA leadership and cross-functional team members on day-to-day actions and activity prioritization

  • Manage development of logistics, agenda, schedule, attendee lists and briefings for leadership and technical stakeholder meetings

  • Develop, update, maintain, publish and disseminate meeting artifacts, including meeting minutes and action items in a timely fashion

Required Qualifications

  • Bachelor's Degree in Management, Communications, Marketing or related field or equivalent combination of education, technical training, or work/military experience

  • Minimum 16 years of related experience.

  • Demonstrated experience instructured quality management processes

  • In-depth knowledge of FAA and ISO Test and Evaluation (T&E) processes and policies

  • Comprehensive knowledge of WJHTC Process Description Documents (PDDs)

  • Candidate must be able to work independently on his/her work assignments and report back to FENS team and management in a timely manner

  • Demonstrated experience in planning, organizing and managing key meetings, writing and editing technical documents, and developing high-quality and visually compelling collateral materials

  • Excellent verbal and written communication skills; must be able to communicate effectively with all levels of management

Desired Qualifications

  • FAA QMS Certification and/or certificiation in other industry standard QMS approaches such as ISO 9001:2015

  • FAA experience preferred

  • Project Management Professional certification

  • Advanced proficiency in use of office productivity platforms

  • Exceptional time management skills; willingness to work extended hours to complete tasks when needed

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
