The Building People Systems Administrator in Atlanta, Georgia

The Building People, LLC, has a position open for a qualified Systems Administrator to support the General Services Administration in Atlanta, GA, to fulfill the following duties:

  • Administer and Troubleshoot GSA-wide contracting databases. Databases may cover several contracting activities to include Acquisition, Lease/Real Property, and support programs Functional Administrator (Systems) Requirements.

  • Manage and Administer industry standard Government-wide contracting databases; Federal Procurement Data System – Next Generation (FPDS-NG), Business Intelligence (BI), Repository for Lease contracting activities, System for Award Management (SAM), Acquisition Planning Module (APM) Assist in the reconciliation of system issues between contracting and various systems (to include financial systems and project management systems) providing expert advice on resolution.

  • Develop and instruct end-user training classes on GSA-wide contracting databases.

  • Generate detailed reports with pivot tables from both GSA-wide and Government-wide databases.

  • Establish end user profiles and security setups for Acquisition and Leasing Workforce on all relevant contracting databases.

  • Conduct one-on-one end user training and provide one-on-one assistance to resolve issues, similar to that of a “helpdesk”. Group training on recurring trends, refresher training, or new initiatives for large audiences of varying levels of expertise/end user will be required as well.

  • Day-to-day acquisition-related applications and database maintenance and management to include updating information, administering user accounts, resolving user issues, producing ad-hoc or as requested reports, etc.

  • Participate as a contributing member on various GSA-wide teams regarding issues/resolutions/upgrades to contracting database, representing PBS-R4.

  • Administer contracting databases with direct access to system programmers. Capabilities include testing and evaluating various types of electronic implementations as they are introduced to GSA (system deployments and enhancement, electronic signatures, electronic contract files, email account conversion, database conversion, and other similar implementations).

  • Attend meetings with GSA upper-level management to present findings, ideas and recommendations for existing and new/forthcoming contracting databases Provide expert judgment and risk analysis on agency vulnerabilities, evaluation of metrics and key performance indicators as related to acquisition and leasing programs.

  • Recommends means and/or methods to overcome barriers, process improvements, or enhanced business practices to promote data quality/excellence.

  • Document findings as it relates to key vulnerabilities, trends, required trainings in various forms to meet the need of the organization.

  • Ensures accuracy in systems through database maintenance/clean-up (i.e. deactivating accounts, ensuring proper agency alignment of personnel within affected systems, etc.).

  • Assists in the collection, analysis, and development of an agency response on mission critical functions.

  • Assists with the development and maintenance of internal forums identifying critical end user data/information such as dashboards, workload metrics, etc.

Required Experience & Skills

  • A 4-year course of study leading to a bachelor's degree with a major in any IT related field and/or experience in Database Management.

  • 4 years of experience managing systems, preferably acquisition/contract writing systems, analyzing data outputs, and trends as well as making recommendations to the customer, or a combination of education and experience.

  • As a Systems Administrator, the qualified candidate will attain, within 1 year of assignment, and maintain mid-level Program Project Management (PPM) certification or higher (example PPM Level II and/or PPM - IT Specialization Level II).

Preferred Experience & Skills

  • Preferred certification is intended to assist the professional to continuously develop and enrich project management skills and cutting-edge techniques within the industry.
