We are searching for a Conveyance System Engineer/Project Manager to join our team working on behalf of Dekalb County. This position is embedded with the DeKalb County team working on their Consent Decree program. This role will encompass delivering projects in the area of conveyance system management & planning, with a focus on data and project management for sanitary sewer condition assessment and rehabilitation contracts. The position requires excellent technical skills combined with an acumen for project management, consulting and client service.

The key areas of responsibility associated with this role will be:

  • Managing contractors performing various sewer assessment technologies including tracking schedule, budget, performance, utilization and submittals as well as holding status meetings

  • Provide input and recommendations to overcome Contractor problems encountered in the field

  • Developing assignments for assessment in new areas as needed including development of GIS shp files, mobile maps and asset lists

  • Review contract deliverables, Data management (performing QA on submittals from contractors), Field Change Directives, and responding to RFIs

  • Daily management of assessment contract(s), reviewing assessment submittals and subsequent preliminary rehabilitation recommendations

  • Coordinate with inspectors, community outreach, engineering, and contractors as needed

  • Client management, effectively communicating with clients to develop collaborative solutions

  • Discuss project results and recommendations with clients to facilitate informed decision-making

  • Writing, reviewing, and providing clear, concise input to investigation, regulatory, or solutions reports

  • Managing deliverables to scope, schedule, and budget

Here’s what you’ll need :

Basic Qualifications

  • Bachelor’s degree in civil engineering or other applied subjects

  • Minimum 5 years’ technical experience in wastewater conveyance system design, rehab and management

  • Excellent verbal communication skills

  • Experience in client service management

  • Working knowledge of ArcGIS with associated production of maps, files, lists, etc.

  • Ability to quickly learn and adapt to a variety of software packages and tools

Preferred Qualifications

  • InfoMaster/InfoAsset experience

  • NASSCO certified (MACP and PACP)

  • Professional Engineer

  • Experience in the southeast US wastewater industry

  • Development and/or implementation of CMOM programs

  • Delivery of consent decree programs

  • Excellent written communications skills

  • Experience managing contractors
