JMT's Construction Management Team is seeking a Utility Inspector to apply standard inspection procedures on all types of utilities, to include water, sewer, gas lines, electrical lines, fiber, cable TV, etc. in the state of North Carolina, during and after construction for quality, safety, and conformance to plans and specifications.

This position will work with contractors, technicians, and other field support personnel to establish compliance with applicable engineering standards and guidelines, and review plans for utility installations.

Essential Functions and Responsibilities

  • Work will include inspection for compliance and/or code of utility installations, collection and analysis of field data, testing of materials, analysis of engineering related data, products and/or functions

  • Data entry of specific project information including, but not limited to sampling material received, including bill of materials, pay record quantities including ticket items, densities including both soil and asphalt, and verifying final estimate quantities and data with respect to work accomplished on construction projects

  • Review complex highway plans in various stages of completion for accuracy of utility data

  • Conduct field inspections for verification of data contained in highway plans while consulting with interdepartmental units and utility owners

  • Monitor/inspect contractors’ installation of underground and overhead utilities

  • Verify utilities are being installed in accordance with approved plans, at correct locations, depths, etc.

  • Coordinate with multiple crews concurrently

  • Verify utility installation meets all erosion control and permit requirements

  • Communicate and develop/maintain relationships with various utility companies

  • Track schedule, progress, and anticipated completion of utility relocations

  • Compile and distribute summary of schedules, progress, and anticipated completions to NCDOT

Nonessential Functions and Responsibilities

  • Perform other related duties as assigned

Required Skills

  • Experience reading and interpreting highway construction plans and utility construction plans

  • Experience communicating and negotiating with public agencies, contractors, or utility companies

  • Experience in scheduling and coordinating multiple disciplines associated with the project

  • Experience planning and coordinating utility relocations

  • Demonstrated ability performing duties independently with limited supervision

  • Work independently and complete required tasks

  • Ability to read and interpret construction plans and survey stakes

  • Computer proficiency

  • Maintain neat, legible, and accurate records, including through computer/iPad entry

Required Experience

  • High school diploma or equivalent

  • Minimum five (5) years of Construction Inspection Experience (CEI); experience in roadway construction or utilities or utility coordination

  • Client requested certifications

  • Active driver’s license

Working Conditions

Work is performed in the field. Ability to extensively perform bending, kneeling, standing, shoveling, and lifting and carrying objects weighing up to 25 lbs. as needed. Work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions.
