Intrepid Solutions and Services Technical Program Manager in Ashburn, Virginia

Overview

Intrepid Solutions, a CIS Secure company, has an opportunity for a Technical Program Manager to oversee a team and enterprise IT services program in support of an U.S. Intelligence Community's IT network in the Washington, D.C. metro area. The candidate will lead the current program and support evolution to a new architecture. A qualified Technical Program Manager will be able to support the below responsibilities and meet the minimum requirements outlined below.

Responsibilities

  • Managing all aspects of the program with system re-engineering, re-design, and modernization with subsequent support services of a nationally distributed mobile computing capability. Candidate is responsible for meeting contractual requirements including cost, schedule, performance, and customer collaboration and team organization for an IT Service Delivery program supporting 3,000+ distributed users.

  • Achieving the timeliness of performance for services and product deliverables and demonstrating capability of developing efficient and effective solutions in meeting requirements, and technical mission needs from customers, sponsors, and stakeholders.

  • Managing and coordinating key program requirements, program deliverables and methodologies, and business processes to deliver clear, concise project plans and communications to Government and contractor teams.

  • Building, managing and reviewing project plans to plan and coordinate project activity across the team and Government stakeholders

  • Developing a deep understanding of business strategy and customer goals. Building the appropriate delivery mechanisms to deliver mission and business success for the Government, end users, and our team.

  • Using project management tools and technology to track program progress and provide consistent reporting to management and other stakeholders.

  • Leading Scaled Agile Framework (SAFe) continuous integration and continuous delivery of new capabilities into the mobile computing enterprise as a collaborative team with Government-led scrums.

  • Support the sustainment of Authority to Operate (ATO) of the baseline mobile computing systems architecture. Interface with key members of the security teams to build and manage the execution plan, address risks, and ensure successful Government ATO decisions.

  • Support management and enablement of the design, architecture and service delivery throughout the IT support lifecycle. Lead team activities related to architecture, design, and technology alternatives to improve service delivery, reduce risk, and enhance the end user experience.

  • Help the team assess and mitigate system security threats/risks throughout the program life cycle.

  • Contribute to the security planning, assessment, risk analysis, risk management, certification and awareness activities for system and networking operations.

  • Oversee the teams reviewing and updating certification and accreditation (C&A) documentation, providing feedback on completeness and compliance of its content to ensure C&A and ATO continued success.

  • Apply knowledge of IA policy, procedures, and workforce structure to design, develop, and implement secure networking, computing, and enclave environments.

  • Support security planning, assessment, risk analysis, and risk management.

  • Identify overall security requirements for the proper handling of Government data.

  • Interact with the customer and other project team members.

  • Perform system or network designs that encompass multiple enclaves, to include those with differing data protection/classification requirements.

  • Provide security planning, assessment, risk analysis, and risk management.

  • Recommend system-level solutions to resolve security requirements.

OPERATING HOURS AND EXPECTATIONS:

  • This position anticipates regular work hours, Monday-Friday, with occasional surge periods.

WORK LOCATION AND TRAVEL:

  • Primary work location will be contractor facility located in Ashburn, VA with approximately 20% alternative travel to Govt. facility located in Washington D.C.; and approximately 4-6 two-day trips per year to Clarksburg, WV and Pocatello, ID.

Qualifications

CLEARANCE:

  • Active and current Top Secret clearance required at the time of application. Department of Justice adjudicated clearance strongly preferred.

EDUCATION :

  • Bachelor’s degree in relevant area of study (Computer Science, Information Technology, Cyber Security, Network/System/Software Engineering) with minimum of five (5) years of experience.

  • 10 years of direct experience accepted in lieu of a bachelor’s degree.

CERTIFICATION(S):

  • DOD IAT Level II, Security + (Preferred)

  • PMP Certification (Preferred)

  • ITIL 4 Foundation Certification (Preferred)

  • Certified Scrum Master (CSM) (Preferred)

REQUIRED SKILLS AND EXPERIENCE:

  • Eight (8) years of program/project management experience.

  • Five (5) years of IT service delivery leadership experience

  • Hands on experience building, delivering, and maintaining IT services.

  • Hands of experience of DevOps software platforms and best practices.

  • Proven knowledge of Agile concepts and management.

  • Familiarity with secure Government network operation and IT service delivery

DESIRED SKILL AND EXPERIENCE:

  • Experience working with the PacStar IQCore management console, Cisco, Palo Alto, and Aruba network devices.

  • Hands-on experience managing or providing experience for federated mobile computing environments.

  • Experience or familiarity delivering secure network services across single or multiple security domains.
