Responsibilities Serving as a Facilities Project Manager GS-1601-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Artesia Administration Division (AAD) under the Mission and Readiness Support Directorate, and located in Artesia, New Mexico. AAD is responsible for all administrative functions at Artesia to include Contract Compliance, Construction, Student Support Services, and Facility Management. Typical assignments include: Managing and controlling project milestones and budgets from planning through construction and initial operations. Analyzing and recommending ways to improve project effectiveness, efficiency and productivity. Assuring the overall planning, execution, management, control and coordination of assigned projects. As the project manager, implements corporate decisions, guidance, laws, regulations and policies in the development of the project and intermediate products in support of the project. Assisting in negotiating and integrating all FLETC functions (i.e., planning, design, cost-engineering, construction, property, contracting, etc.), sponsor/customer needs and other agencies' commitments in component's operating budget related to projects assigned. Managing plans, designs, cost-engineering, construction, and environmental restoration, etc., for engineering projects of varying scope and complexity. Appling varied and complex analysis, intensive research, evaluation, planning, coordinating, technical background in facility engineering and construction and the capability to make independent decisions. Representing AAD, serving as the FLETC's primary point-of-contact with sponsor/customer; various Federal, State and Local government agencies; and other external organizations. Keeping the sponsor/customer fully informed of project progress, issues and their resolution, and any impacts on cost. You qualify for the GS-11 grade level if you possess one of the following: One year of specialized experience equivalent to the GS-09 grade level in the federal service providing project management services for construction, facilities maintenance, and renovation projects, OR Successful completion of a Ph.D. or an equivalent doctoral degree from an accredited college or university that is directly related to the work of the position, OR Successful completion of three full years of higher-level graduate education leading to a Ph. D from an accredited college or university that is directly related to the work of the position, OR Successful completion of an LL.M., from an accredited college or university that is directly related to the work of the position, OR An equivalent combination of specialized experience and graduate level education. (Only graduate in excess of first 36 semester hours may be combined with the specialized experience). MUST provide a copy of transcripts. You qualify for the GS-12 grade level if you possess at least one year of specialized experience equivalent to the GS-11 grade level in the federal service, providing project management services for significant construction and renovation projects such as planning, scoping, developing, engineering, designing, constructing, directing, analyzing, and evaluating. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
