Battelle Memorial Institute Systems Engineer IV in Arlington, Virginia

Battelle is currently seeking a senior Systems Engineer to support the Mission Partner Capabilities Office (MPCO). The Mission Partner Capabilities Office (MPCO) executes the Secretary of the Air Force’s responsibilities as Executive Agent for the MPE. The MPE provides enterprise level, worldwide interoperable C2I information sharing capabilities with Mission Partners (e.g., federal departments and agencies; State, local, and tribal governments, and agencies; non-governmental organizations; private sector organizations; Allies, coalition members, host nations, and other nations; and multinational treaty organizations) to share strategic, operational, and tactical information with all participants through all phases of military operations.

The scope of MPCO activities includes Operations, Maintenance and Sustainment (OM&S) support to legacy systems, platforms, and capabilities; Enterprise architecture and integration; Enterprise transformation to include the Secret and Below Research Environment (SABRE); Separate and distinct Cybersecurity oversight and Independent Validation and Verification (IV&V) functions; and Combatant Command (CCMD) and other stakeholder requirements.


Battelle’s Logistics and Operations (L&O) Division is seeking a Systems Engineer located in the National Capital Region to support system engineering and technical assistance to the MCPO.


  • Provide specific advice and assistance, as required, to assist in the analysis and activities necessary to support the evaluation and coordination of Department of Defense (DoD) Mission Partner Environment DoD (MPE) requirements and assessment of Combatant Command Integrated Priority Lists (IPLs) to articulate how MPE ongoing efforts are closing IPL gaps and to recommend new or modified capabilities to address IPL gaps.

  • Perform Systems Engineering activities to include research in support of requirements and IPL analysis and translation of operational requirements into functional and performance requirements.

  • Research and analyze emerging technologies and methodologies relating to Coalition and Mission Partner information sharing and the protection of information at various classification levels. Technology could include both government and commercial sector networks, applications and systems development and analysis of current DoD enterprise and tactical operational capabilities.

  • Assist the MPCO requirements, engineering and technical operations teams to research, identify and analyze existing DoD MPE systems and operational processes; research and develop potential courses of action and solutions to improve the identified inefficiencies; enumerate the potential return on investment by improving architecture and system design and the operational processes and systems.

  • Recommend the most promising technologies, and based on a business case analysis, recommend which technologies should be road mapped into an operational or projected MPE capability.

  • Recommend the actions necessary to demonstrate the value and applicability of the technology and transition it to full operational capability. This shall include a recommendation on how the technology should be demonstrated or prototyped in order to reduce risk.

  • Identify the shortest, most efficient and lowest risk path for implementing the technology, with various identification of courses of action when there is a conflict between the shortest and lowest risk path.


  • Bachelor’s Degree in an engineering or computer science related field with at least 10 years of professional experience or master’s degree in an engineering or physical science field with at least 8 years of professional experience.

  • Experience supporting system engineering, technology integration, operations, and sustainment of C2I applications.

  • Experience with defining C2I operational environments and decomposing functional and performance requirements on multiple programs of varying complexity.

  • Experience conducting technology research and analysis.

  • Experience developing/supporting trade-off, cost benefit, and business case analyses.

  • Experience working with US DoD Program Management Offices.

  • Experience generating proposals, plans, procedures, and reports.

  • Proficiency in planning and tracking programs using a requirements management software application.

  • Exceptional written and oral communication skills with ability to use standard Microsoft Office tools

  • Demonstrated ability to work in a multidisciplinary and physically distributed team environment.

  • Ability to lead technical teams and mentor less experienced technical staff.

  • Must be a US Citizen with the ability and willingness to obtain and maintain a SECRET DoD Security Clearance.


  • Master’s Degree in an engineering or information systems/computer engineering program with ABET-accreditation.

  • Familiarity with Mission Partner Environment Information Systems

  • Experience supporting major DoD/Service C2I systems architecture and modernization efforts.

  • Configuration Control and Configuration Management.

  • Experience with modeling of engineering systems.

  • Experience working with multi-organizational, geographically distributed, and segmented engineering teams.

  • Ability to develop CONOPs that synergize technologies with tactics.

  • Experience with Risk Management tools and processes.

  • Experience with Root Cause Corrective Analysis (RCCA).

  • Experience with Reliability, Availability, Maintainability (RAM).
