Eagle Harbor Solutions, a Koniag Government Services company , is seeking a Principal Technical Expert Consultant with an active Secret clearance to support EHS and our government customer in the DC Metro area.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Develop and execute a written strategic communication plan (the plan) to enable API to promote and defend the API mission and programs in an era of competing requirements and resource constraints.

  • Support media engagements and inquiries of API in cooperation with OSD Public Affairs and OUSD(A&S).

  • Receive, assess, support, and coordinate responses to media queries.

  • Identify the API subject matter expert(s) best able to respond to the inquiry and task these persons to draft responses.

  • Coordinate the semi-annual update of the Adaptive Acquisition Framework Handbook with API staff experts.

  • Provide wide range of technical expertise to assist the API and Chief of Staff to facilitate smooth operations to fulfill tasks with well-produced products.

  • Support the Chief of Staff with API operations including task tracking, technical reviews of materials, strategic guidance and programmatic recommendations, and calendar tracking to ensure API is meeting deadlines.

  • Develop reports, information papers, presentation material, speeches, talking points, and prepare drafts of official correspondence.

Work Experience, Knowledge, Skills & Abilities:

  • Active DoD Secret clearance

  • Minimum of five (5) years of relevant experience

  • Bachelor’s Degree in related field

  • Minimum of five (5) years’ experience using Microsoft Word, PowerPoint, Excel, Explorer, Edge, SharePoint, Teams, and Adobe Acrobat Professional

  • Experience with CATMS, CHARRTS, and GLADIS

  • Experience developing executive-level speeches and presentations.

  • Experience preparing a strategic communications plan considering organization objectives and SWOT analyses.

  • Defense Executive-Level Legislative and Audit Experience

  • Strong analytical skills with the ability to review and interpret complex legislative language.

  • Excellent written and verbal communication skills

  • Ability to synthesize information and present findings in a clear and concise manner.

  • Detail-oriented with a focus on accuracy and thoroughness.

  • Proficiency in conducting legislative research and maintaining up to date knowledge.

  • Collaborative mindset with the capacity to work effectively within a team.

  • Ability to navigate political landscapes and engage with diverse stakeholders.

  • Experience working directly with legislators or government agencies.

  • Knowledge of legislative tracking tools and databases

  • Familiarity with public policy analysis frameworks and methodologies

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
