Koniag Management Solutions, a Koniag Government Services company, is seeking a Contract Acquisition Support Specialist with a TS/SCI Clearance to support KMS and our government customer at the Pentagon, Arlington, VA.

The candidate will support the DoD CIO Resources and Acquisition Office in support of the government mission.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

Assist CIO Office with a wide range of acquisition and procurement support services. Support may include:

  • Developing and managing acquisition strategies.

  • Coordinating stakeholders and facilitating requirements generation meetings.

  • Assisting with drafting documentation of Government Unfunded Requirements (UFRs), which may consist of textual documents or presentations.

  • Developing draft acquisition and procurement documentation such as market research, performance work statements, modification documents, and cost estimates.

  • Providing earned value management analysis.

  • Assisting with pre-award activities and refinement of requirements documents and acquisition program documents.

  • Support requirement reviews for a variety of contracts.

  • Coordinating procurement processes with various interagency partners and contracting agencies and organizations.

  • Providing current information regarding existing acquisition/procurement vehicles.

  • Understanding existing federal government contracting policies and procedures.

  • Identifying and assessing programmatic risks and subsequent mitigation plans.

  • Drafting acquisition/procurement guidance material and providing technical advice to the requirements manager.

  • Assist program management and acquisitions for DoD CIO across multiple contracts.

  • Support efforts for the procurement of services, software licenses, and equipment.

  • Provide acquisition and project management support.

  • Conduct market research and advise on acquisition strategies to meet organizational requirements and timelines.

  • Develop acquisition documentation such as Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives (SOO), Intergovernmental Agreements (IGAs), Cost Estimates, Department of Defense Contract Security Classification specifications (DD254), and contract modifications.

  • Identify opportunities for process improvement within program management and acquisition.

  • Draft policies and processes to facilitate changes in contract procurement and implementation.

  • Conduct contract analysis and drafted information papers regarding cost, schedule, and performance.

  • Utilize Procurement Integrated Enterprise Environment (PIEE), and Electronic Document Access (EDA) to verify and collect contract tracking documentation.

  • Leverage the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) to ensure contractual correctness and legality.

  • Update electronic contracts folder filing system.

  • Draft briefs for leadership on program execution and contract status including information regarding past, present, and future implementation goals, objectives, financial planning, and programmatic risks.

Required Qualifications:

  • Full understanding of Acquisition/Requirements/Contracts package management, to include authoring all documents from concept to Award.

  • Must be a US Citizen, hold a current DoD Top Secret Clearance

  • Experienced and effective policy and standards implementer

  • Experience across multiple DoD organizations.

  • Effective collaborator and self-starter with the ability to develop trusting relationships with customers, peers, and subordinates.

  • Ability to link business/customer requirements to customizable solutions.

  • Ability to operate autonomously.

Travel Requirements:

  • Potential for up to 10% travel

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
