Amentum Budget Analyst in Arlington, Virginia

Amentum is currently seeking a Budget Analyst to join our team at the Pentagon, Arlington, VA to support our Department of the Army, G-3/5/7 Operations Readiness and Mobilization Support contract.

Duties include:

  • Execute funding accurately within several different government financial systems, including General Fund Enterprise Business System (GFEBS) Sensitive Activities (SA).

  • Responsible for developing estimates for civilian pay and benefits, travel, and other Elements of Resource (EOR).

  • Manage assigned program in accordance with funding limitations provided on Funding Authorization Documents (FADS).

  • Consolidate the accuracy of budget data estimates using statistical techniques, e.g., extensions, averages, trend analysis of historical data.

  • Monitor and track obligations and expenditures for assigned activity accounts on related budgetary forms, schedules, and reports.

  • Verify that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls and are within amounts programmed.

  • Research and reconcile current and prior year funds budget discrepancies.

  • Resolve negative un-liquidated obligation reports, zero obligation, and other billing corrections.

  • Resolve budgetary imbalances, e.g., Negative Unliquidated Obligations (NULOs).

  • Maintain auditable records and back-up documentation.

  • Utilize the DoD Financial Management Regulation and Defense Finance and Accounting Services (DFAS)-Indianapolis Regulation 37-1.

  • Travel. Less than 10% travel is expected for this position.

Qualifications:

  • Bachelor’s Degree required. (At least five (5) years of relevant experience, eight (8) years of experience may substitute for a degree.)

  • Two (2) years of budget/financial management experience required.

  • Must have an Active Top Secret w/ SCI eligibility US Government Clearance. Note: US Citizenship is required to maintain a Top Secret w/ SCI eligibility Clearance.

Additional Skills & Experience:

  • Detailed-oriented with excellent technical, verbal, and written communication skills.

  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.

  • Experience with DoD budget systems including General Fund Enterprise Business System (GFEBS), GFEBS Sensitive Activities (SA), and Standard Operation and Maintenance Army Research and Development System (SOMARDS).

  • Experience with data and budgetary reports, compilation of budget-related data for meetings, applying accounting principles, and performing budget execution/funding obligation analysis.

  • Experience assisting with Program Objective Memorandums (POM) documents, procurement forms (P-Forms), research, develop, test, and evaluation forms (R-Forms), operations and maintenance forms (O-forms); smart charts, obligation plans, execution reports, and budget requests.
