SAIC Senior Program Manager in ANNAPOLIS, Maryland

Description

SAIC is seeking a Senior Program Manager for onsite support at Aberdeen Proving Ground (APG), MD area, to manage the DEVCOM C5ISR Quick Reaction Capability (QRC) Branch Task Order.

You will be responsible for supporting the contracts and budget of the Task Order through close interaction with the Government Contracting Officer, Contracting Officer’s Representative, and Technical Points of Contact. You will work closely with the Government Program Manager and Technical Points of Contacts to help execute their program within the defined schedule and budget, work daily with customers to provide status, and insight into program execution.

Job Duties:

  • Lead the daily operations of a complex team that includes the requirements analysis, and integration of several functional areas

  • Develop new ideas to support the strategic direction of SAIC and the Government customer

  • Assist with program proposals to guarantee uninterrupted delivery of support

  • Brief SAIC leadership and the Government customer on program cost, schedule, performance, and risk

  • Work with the Government customer to develop and maintain budgets and plans for the program

  • Interact with command leadership, prepare and brief accurate organizational and manpower products in a timely and succinct manner

  • Prepare Point Papers, Issue Papers, PowerPoint briefing slides, manpower spreadsheets and comprehensive staff packages

  • Plan and facilitate execution of strategic organizational and manpower activities in support of a geographically separated Team

  • Conduct and lead risk management and mitigation, leading the risk mitigation strategies

  • Coordinate and submit the Contract Data Requirements Lists (CDRLs)

  • Develop and enforce work standards, assign contractor schedules, review work discrepancies, and communicate policies, purposes, and goals of the organization

  • Hire, manage, and evaluate contract personnel

  • Formulate, review, and approve task plans and deliverables in accordance with Government and corporate approved plans

  • · Develop and instill a pro-active, collaborative environment and culture for personnel in order to enhance government operations

Qualifications

Required Education:

  • Bachelor’s and eighteen (18) years or more of related experience; four (4) years of experience accepted in lieu of degree

Required Experience:

  • At least eight (8+) years of experience in program management

  • Successful completion of at least one (1) year as Task Order Program Manager of a contract that has similar size, scope and complexity ($250M)

  • Comfortable with fast-paced work culture and ability to thrive in low-structure environments

  • Familiarity with SIGINT and/or Army C5ISR Development efforts

  • Successful completion of at least four (4) years as Program and Project Manager (Military or Civilian)

  • Strong background working with multiple contract types: Cost Plus (CP), Firm Fixed Price (FFP), Time and Materials (T&M), Cost Reimbursable (CR), and hybrid contracts

  • Excellent verbal and written communications skills

  • Ability to effectively interact with senior leaders

  • Ability to analyze data and identify trends

  • Resourceful self-starter with exceptional problem-solving skills

  • Excellent organizational and time management skills; ability to prioritize tasks

  • · Detail-oriented

Required Clearance:

  • Active Top-Secret Clearance with SCI eligibility upon hiring

Required Certification:

  • Project Management Professional (PMP) Certification, DAWIA Level III or FAC-P/PM Senior
