Activity Supported:

USAF wargaming consists of multiple nested events that build upon each other in the study of force posture and design to achieve CSAF objectives. Each wargame consists of multiple task, functional, and cross-functional specific workshops, joint and combined operational planning events, table-top exercises, vignette driven explorations, and strategic forums. Each Title 10 wargame consists of at least six one-week workshops each comprising approximately 50-200 people, six additional one-week events comprising 20-50 people, and a two-week -Capstone- execution event typically consisting of up to 400 participants. Title 10 wargame campaign cycles operate on a biennial basis. Planning and execution for individual games generally takes 9-12 months, with approximately one large wargame per year. The large wargame series executes concurrently with smaller events and wargames as directed by the AF/A5/7 which may require contractor support. An example of a Title 10 wargame is Global Engagement.

Primary Job Description:

  • Oversees and manages development of software and database applications to support wargame design, execution, and analysis

  • Provides systems engineering expertise to meet wargame-related IT requirements

  • Advises and supervises IT engineers, software developers, and associates and coordinates with Data Analysts

  • Advises and recommends solutions to AF Wargaming leadership

  • Manages design, development, and implementation of IT solutions

  • Advises and manages research & development to continuously improve wargame infrastructure (software, hardware)

  • Manages LAN development, deployment, and maintenance for wargame execution

  • Oversees and directs ISSM and ISSO functions IAW DODI 8500.01, AFI 33-210 and other regulations, instructions and government policy as applicable

    Additional Job Description Information:

  • Leads and manages all aspects of the WIE and supporting technical team activities. The WIE is the collection of information technology tools and services that AF Wargaming uses to support its wargaming.

  • Supports the design of wargames to meet a variety of purposes and objectives.

  • Analyzing, interpreting, and preparing briefings on operational concepts, military strategy, and doctrine as they pertain to wargaming design and objectives.

  • Supports the development and tailoring of wargame scenarios and vignettes.

  • Providing and maintaining a high level of subject-matter expertise for wargame support, participation, adjudication, facilitation, and analysis.

  • Participates in mission-partner wargames and workshops as required to provide subject matter expertise and stay apprised of activities in the military wargaming community.

  • Provides technical and analytical expertise and support to investigate, analyze, and assess existing and emerging AF roles, missions, and capabilities, and those of sister-Services and Combatant Commands, for wargame design, objective analysis/assessment, manning, execution, and adjudication of gameplay; and to evaluate options for future AF force design and posture.

  • Responsible for developing, maintaining, modernizing, managing, and employing the Wargame Information Environment (WIE) and related components. Leads and manage all aspects of the WIE and supporting technical team activities

  • Responsible for development, maintenance, support, enhancement, and modernization of the Government-owned GameNet system and deploy it to USAF-sponsored and supported wargame activities as required. GameNet includes M&S tools and business applications that support the wargame planning, execution, and data collection processes.

  • GameNet specific tasks include:

  • Systems engineering support in development, deployment, integration, verification, testing, maintenance, and demonstration.

  • Automation of Business Process Management (BPM) design, and enhancement/support of business processes that are built into the wargaming collaborative environment. These include but are not limited to, workflows for Requests for Information (RFI), Objectives-based Observations & Insights recording, and Requests for Forces (RFF) processes.

  • GameNet maintenance in accordance with current DoD information technology directives.

  • Web based reporting of game forces to include the ability for users to search forces and track force movement during game execution through multiple stages of the wargame conflict to display:

  • Status of units (i.e. combat readiness and capability)

  • Status of logistical capabilities (e.g. maintenance, munitions and fuel)

  • Supporting forces and how they are linking to supported forces

  • Threats

  • Ability to adjust units as force status changes

  • Ability to search for adversary forces based upon a variety of parameters (i.e. geographic location or type)

  • Maintenance and enhancement of a geographical information system (GIS) tool that displays the web-based reporting capabilities as well as force allocation, weather, threats, threat ranges, and force flow data accurately in the game. Additionally, GIS tool will incorporate additional information for visualization as directed, such as information created by other tools used for logistics or operational planning or execution.

  • Building, maintaining, and managing a configuration control board (i.e. task prioritization list) for the purpose of prioritizing and managing updates and upgrades to the WIE environment.

  • Responsible for maintenance/enhancement of collaborative workspace used to share information across GameNet.

  • Creation, enhancement, maintenance and support of Network Tools throughout wargame cycles to assist in the management and support of the WIE, M&S tools and GameNet to remotely execute commands, push files, delete files, and push images and software updates to the entire network.

  • Preparation of database architectures and data appropriate for the wargame scenarios, to include gaining appropriate releasability permissions. Additionally, developing and modernizing database architecture as wargame needs develop.

  • Enable the creation of wargame results reports to inform USAF and AF Futures analysis and decisionmaking processes.

  • Maintain an onsite, centralized, wargaming database for storing all relevant wargaming information, to include appropriate M&S data, searchable by epoch year, scenario, etc., at security classification levels up to TOP SECRET.

  • Develop applications to integrate industry-standard modeling and simulation tools into GameNet, and developing custom tools to support game play, adjudication, and analysis, using the following technologies:

  • Object-oriented programming languages, such as C# or Java

  • Web servers

  • JavaScript, JavaScript-based libraries such as jQuery, and other front-end frameworks for web development

  • Full-stack Web application frameworks

  • Object-relation mapping frameworks such as Entity Framework or Hibernate

  • Database servers such as Microsoft SQL Server, Oracle, or MySQL

  • Integrated Development Environments such as Microsoft Visual Studio or Eclipse

  • Code versioning systems

  • Error logging modules and handlers

  • Microsoft SharePoint development tools

  • Instant messaging services

  • Multimedia production and editing tools

  • Microsoft IT management tools such as Active Directory, Group Policy, HyperV, backup and restore tools, DNS, and KMS

  • Analysis and geospatial tools such as ESRI Server

  • Other emerging technologies as they become available

  • Support the design of wargames to meet a variety of purposes and objectives.

  • Provide and maintaining a high level of subject-matter expertise for wargame support, participation, adjudication, facilitation, and analysis.

  • Participate in mission-partner wargames and workshops as required to provide subject matter expertise and stay apprised of activities in the military wargaming community.

  • Aid Government personnel in engaging and integrating analytical organizations both internal and external to AF Futures and HQ USAF in wargames to develop and execute an objectives analysis plan.

    Required Skills/Education/Years of Experience:

  • Shall possess a bachelor-s degree with a minimum of 15 years of related software development experience and developing technical tools.

  • The candidate(s) shall have excellent communications skills in terms of writing and presenting briefings.

    Salary Range: $169,000 - 209,000

    Work Location: The primary duty location is Joint Base Andrews, MD. Occasional work presence will be required at AF Futures spaces at the Pentagon, Joint Base Anacostia-Bolling, or elsewhere in the NCR, as mission requirements dictate.
