Raytheon Applied Signal Technology (RAST) is currently seeking a highly motivated Program Controls Analyst to join our finance team. This position will be a HYBRID position and will require the individual to work onsite at least one day a week. This position requires a dedicated individual, who can meet deadlines, react quickly to changing customer requirements, and who can communicate effectively with multiple levels of management and our Customer. Duties will include ‘cradle – to – grave’ program financial analysis, cost analysis, funding planning, Estimates at Completion (EAC’s), and ad hoc analyses as required.

In addition, the candidate will be responsible for ensuring proactive and on-going communication with Program management, functional team members, and Finance organization relative to all program financial performance and issues. The candidate will utilize standard company tools, policies, and procedures for management and monitoring of cost expenditures, development of program forecasts, assistance with budget tracker, and preparation of both internal and external reporting requirements.

This position is eligible for relocation and can be in Anaheim Hills, CA or Annapolis Junction, MD

Primary Responsibilities:

  • Proactively work with the Business Manager and team to successfully satisfy programmatic and financial organization objectives.

  • A working knowledge and experience with Earned Value Management (EVM) on programs.

  • Ensure program costs are collected correctly by maintaining charge numbers, monitoring actual charges, and processing transfers when appropriate.

  • Measure performance against established budgets and analyze variances

  • Monitor funding status on a continual basis.

  • Ensure contractual requirements are met and customer financial deliverables are accurate and on time to include financial Contract Data Requirements (CDRLs)

  • Develop and analyze PMR charts for customer review.

  • Review and approve invoices for submission to customer and monitor billing status and unbilled issues.

  • Carefully monitor and a analyze program revenue and profit recognition to minimize risk to the organization.

  • Support preparation of Rough Order of Magnitude (ROMs) Cost Estimates, Estimate at Completion (EACs), Engineering Change Proposals (ECPs), and Cost Volumes.

  • Support audits of financial information by internal and external auditors.

  • Provide ad-hoc assistance, analysis and reporting as requested by management, team members and customers.

    Qualifications/Experience Needed:

  • At least 3+ years’ program cost control/finance experience.

  • Earned Value Management (EVM) experience and analysis.

  • Experience with different government cost type contracts.

  • Proficiency with Microsoft Office (Excel and PowerPoint), with advanced spreadsheet skills.

  • Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience or in absence of a degree, 9 years of relevant experience

  • Active and transferable TS/SCI clearance is required prior to start date

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications:

  • Financial/business acumen including Financial Planning & Analysis (FP&A) theories and processes.

  • Prior experience working in, or supporting, dynamic and sensitive programs.

  • Experience with SAP.

  • Must have TS/SCI security clearance eligible for crossover on day one.

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
