USAID Monitoring, Evaluation, and Learning Activity (“the Activity”) Overview

The USAID Monitoring, Evaluation, and Learning Activity is designed to ensure USAID’s activities in Jordan achieve their intended results through monitoring and evaluation, strategic assessments, and USAID’s Collaborating, Learning, and Adapting approach (CLA). The Activity helps USAID create a dynamic learning environment among development actors, focused on innovation, quality, and knowledge sharing. Through the Activity Accelerator, a rapid procurement mechanism, a cohort of Jordanian firms works with the Activity team to successfully deliver activities while simultaneously strengthening their management and compliance systems. The approach provides USAID with high-quality monitoring, evaluation, and learning (MEL) services across its portfolio, builds the capacity of local MEL institutions and ensures programs meaningfully incorporate local participation. The Activity team will ensure program sustainability by building the technical and institutional capacity of one or more local firms that are capable of managing the follow-on MEL Activity in the future.

Responsibilities and Tasks

Kaizen is currently looking to recruit a short-term Gender and Inclusion Advisor to provide support to the Activity on a needs basis. The position would include up to 60 nonconsecutive days of support to the Activity over a 12 month period. The Gender and Inclusion Advisor will support the Senior MEL Specialist throughout program implementation to ensure social, gender, and inclusion analysis is included in all program facets. They will work to mainstream gender and inclusion throughout the project activities and coordinate with all partners and stakeholders to measure results accordingly.

Responsibilities and tasks will include, but are not limited to:

  • Coordinate with all Activity partners and stakeholders to design monitoring approaches, data collection instruments, data analysis and other MEL practices that support measuring demographic-disaggregated results (e.g., sex , age, disability) accordingly, to support intervention adaptation in including gender equity, inclusiveness, and other mandatory factors

  • Develop guidance on how to m onitor the progress of activity-level MEL to ensure gender and inclusion is mainstreamed throughout interventions

  • Improve MELA and USAID activities capacities to include gender considerations and inclusiveness practices into MEL assignments

  • Improve MELA’s ability to incorporate budgeting for gender and social inclusion consideration in MEL assignments and interventions

  • Assess the strength of gender-focused indicators and sex-disaggregation to ensure alignment with activity objectives

  • In coordination with the Senior Trainer and CLA Specialist, train local organizations and IP’s on how to include gender and inclusion in their MEL practices

  • Design resource materials that address issues of gender and social inclusion budgeting and analysis

  • Provide training sessions, coaching, and mentoring interventions to build the capacity of Activity staff in gender and social inclusion , as needed

  • Review high-level MELA deliverables to ensure gender-sensitivity , such as learning documents, evaluation reports and assessments

  • Review USAID activities ’ MEL plans to ensure gender integration and alignment with USAID PMP gender indicators


  • Advanced university degree in gender studies, sociology, international development, education, or related field

  • At least eight years of progressively responsible relevant work international development or gender and social inclusion experience

  • Experience working with USAID-funded activities strongly preferred

  • Experience in designing evaluation and monitoring systems that incorporate gender and social inclusion considerations

  • Experience in programs related to gender and youth equality
