Summary This position is in the Department of Defense, Office of Inspector General, Office of Deputy Inspector General for Overseas Contingency Operations. The incumbent will research and write reports, plans, briefings, and other materials that are accurate, timely and suitable for the intended audience, occasion, and purpose. The development of these reports requires knowledge of DoD, Department of State, U.S. Agency for International Development, and the associated programs and services. Responsibilities Researches, writes, reports, plans, briefings, and other materials related to overseas contingency operations. Researches visual aspects of subject matter to ensure accuracy and effectiveness. Provides comprehensive support to the quarterly and bi-annual reporting process. Gathers historical and statistical data for preparation of oral and written communications. Documents findings, prepares reports, ensures adherence to report procedures, formats and protocols. Develops plans, methodologies and approaches for analyses or evaluations conducted independently or as part of a team. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade in the Federal Service. Specialized Experience: For entry at the GS-13 level you must have 52 weeks of specialized experience at the next lower grade level of GS-12 or at an equivalent level. Specialized experience is defined as the ability to: Support teams performing research, analysis, and management of DoD programs, functions, and operations. Develop and execute project plans. Gather and analyze data to support planning group activities. Develop recommendations and corrective actions. Work with clients, project stakeholders, and participants to improve process efficiencies and effectiveness as it relates the mission. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying.
