Transition Manager

Position Summary

DarkStar seeks a Transition Manager (TM) who is pivotal in managing and overseeing the seamless transition of professional service contracts. This role requires proven experience in large-scale transitions involving at least 100 personnel within the Department of Defense (DoD) or equivalent government agencies. The TM is responsible for leading strategic and operational aspects of transition plans to ensure alignment with organizational objectives.

Primary Duties & Responsibilities

  • Craft detailed Transition Phase-In and Phase-Out Plans.

  • Perform risk assessments and develop mitigation strategies.

  • Lead and manage a multidisciplinary team to ensure effective execution of transition plans.

  • Act as the main liaison for transition-related communications with all stakeholders.

  • Manage the onboarding process during the Transition Phase-In, ensuring compliance with contractual and regulatory standards.

  • Handle the orderly Transition Phase-Out, transferring responsibilities while protecting organizational interests.

  • Regularly update and engage with stakeholders to ensure transparency and address feedback.

  • Maintain consistent communication to adapt plans as necessary.

  • Oversee compliance with all relevant regulations and internal policies throughout the transition.

  • Conduct reviews post-transition to integrate improvements into future plans.

  • Allocate and manage resources efficiently, including personnel, technology, and budget.

  • Optimize resource use to support all transition activities.

    Minimum Qualifications

  • ​​​​​​Active Top Secret/SCI Clearance with a Counterintelligence Polygraph required.

  • Demonstrated experience as a Transition Manager (TM) within the private sector, managing professional service contract transitions. Must have led large-scale transitions involving at least 100 personnel within the Department of Defense (DoD) or equivalent government agencies.

  • Proven track record in planning, submitting, and executing Transition Phase-In and Phase-Out plans at a comparable scale.

  • Minimum of three (3) years' experience with USSOCOM or JSOTF in intelligence roles at the Operational Level of Warfare.

  • At least eight (8) years' additional experience in USSOCOM or JSOTF intelligence disciplines within special operations.

  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification.

  • Specific experience in supervising or leading teams and projects, applying project management principles and industry best practices.

  • A Bachelor’s degree in the subject matter area or a closely related discipline.
