SAIC Junior Financial Analyst in ALEXANDRIA, Virginia

Description

SAIC is seeking a Junior Finance Analyst to provide support to the Office of the Under Secretary of Research and Engineering (OUSD(R&E)) with all phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) process, meeting all OSD mandated timelines for submission of PPBE related documents in Alexandria, Virginia. This is a Hybrid-Remote position with 4 days per week onsite and 1 day per week remote.

Candidates will :

  • Assist OUSD(R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.).

  • Prepare analysis and evaluation of the effectiveness of programs and operations, and analyze financial and budgetary trends.

  • Prepare documents and briefings for review and use by DoD senior leadership.

  • Review statement of work and required funding documentation for approved R&E projects.

  • Monitor and support DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.

  • Assist in preparation of required documentation to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.

  • Prepare and participate in Mid-Year reviews and other PPBE meetings as required.

  • Assist R&E in identifying baseline financial processes and design target financial and business processes and procedures.

  • Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases.

  • Assist in preparing audit readiness preparing associated documentation.

  • Execute and follow-up on all budgetary data calls.

Qualifications

Required Qualifications:

  • Education: A bachelor’s degree from an accredited college or university in accounting, business management, or finance. A minimum of three (3) years of specialized experience, including military budget experience, may be substituted in lieu of specific educational requirements.

  • Experience with acquisition and PPBE process at the DoD and/or Service component Headquarters level.

  • Secret Clearance Minimum.

  • US Citizenship required.

Desired Qualifications:

  • Knowledge of funding execution processes, DoD organization and structure– particularlyR&D structure of OSD, Services,and Combatant Commands– ispreferred.
