Summary This position serves as a Construction Control Representative serves Facility Management under Engineering Service providing quality control and assurance for a wide variety of construction and renovation projects to including general construction and building improvement projects. Responsibilities Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Reviews final plans and specifications for construction status and progress, tests, administration, end contractor's estimates relative to construction of the project and unanticipated contingencies, and makes decisions and/or recommendations relative to most practical methods of accomplishing desired results. Uses a variety of guidelines, manuals, and standard reference materials. Negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications. Prepares progress reports and computation sheets from bid breakdown. Recommends progress payments based upon the percentage of work satisfactorily completed and also determines any withholdings for unsatisfactory work. Assures that all work under contract provisions has been completed and that no deficiencies exist. Confers with co-workers on problems of control, administration, and safety and makes decisions to address specific problems. Confers with Project Manager or Project Engineer on matters pertaining to the control, placement, consistency and suitability of materials and equipment. Provides oversight of construction operations using established methods, procedures, and techniques to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractor's methods, procedures and operations. Assists engineer and/or project manager with preparing modification documents which involve design changes differing site conditions, variations in quantity estimates, changes in specifications end drawings, etc., resulting from deficiencies encountered during the construction phase. Work Schedule: Monday - Friday, 7:00am - 3:30pm Position Description Title/PD#: Construction Control Representative/PD107201 Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 Kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Duties will require climbing of ladders, working on scaffolds, performing inspections in tiring and uncomfortable positions. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. 05/08/2024 Examples of Qualifying Experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. Grade Requirements GS-11 grade level Specialized Experience: You must have one year of specialized experience at the GS-10 grade level or equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Reviewing correspondence and reports on construction status, progress, and administration. (2) Reviewing, initiating, and making recommendations for desirability, construction feasibility, and reasonableness of costs. (3) Ensuring contract provisions have been completed with no deficiencies that would prevent final payment to contractor. (4) Analyzing plans and specifications, drawings, designs, site conditions, and proposed construction schedules for contract modification. You will be rated on the following Competencies for this position:? Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
