DUTIES:

The primary responsibilities of Construction Monitors are to conduct site visits to construction projects funded by HCR. Field visits to various projects will typically be conducted four days per week and each project may be under construction for two years or more. Duties to include but not limited to:

Participate in on-site construction meetings, including pre-construction "kick-off" meetings, construction progress meetings and close-out meetings at construction completion.

Monitor the progress and quality of all phases of construction, including: site work, building construction, the structural frame, mechanical and plumbing systems, electrical systems, life safety systems and finish work.

Interpret the construction documents (plans and specifications) for compliance with HCR standards.

Evaluate the building contractor's construction schedule.

Determine if the current progress of construction complies with HCR criteria.

Determine if a project is experiencing deficiencies significant enough to result in inferior work, or ultimately lead to a financial failure of the project.

Review "shop drawings," product data and other submittals issued by the builder for compliance with HCR standards.

Review construction change orders for compliance with the builder's contract requirements and HCR criteria.

Monitor the testing, removal, and disposal of hazardous materials. Typically: asbestos, lead paint, mold, radon gas, contaminated soil, and abandoned underground fuel storage tanks.

Verify compliance with local building codes. Typically: fire safety, emergency egress, accessibility, energy efficiency and related concerns.

Verify compliance with various energy efficiency programs, including system installations and proper performance testing.

Sign and accept progress payments to the builder as necessary.

Prepare lists of incomplete or deficient work (punch lists) performed at the construction site.

Determine when a project is sufficiently complete and safe for occupancy.

Prepare construction reports summarizing the conditions observed at each construction site visit.

Professionally represent the agency in the field and office settings.

QUALIFICATIONS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making competitive temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted back to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Five years of experience assisting in the management of multi-trade construction projects from inception to completion to include cost estimating, construction planning and scheduling; contract document reading and interpretation, including agreement and conditions, plans and specifications; and construction inspection to ensure compliance with building codes for construction projects.

Or

An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

Must be reachable on the New York State Civil Service eligible list.
