Job Description:

Responsibilities

The Bureau of Surveillance and Data Systems (BSDS) is responsible for the management and oversight of several DOH mission critical surveillance systems including the New York State Immunization Information System (NYSIIS) and Electronic Clinical Laboratory Reporting System (ECLRS), Communicable Disease Electronic Surveillance System (CDESS), the Electronic Syndromic Surveillance System (ESSS), and the Outbreak Management Solution (OMS). BSDS has oversight of the design, development, implementation, maintenance, enhancement, and training related to the mentioned systems, and all aspects of electronic surveillance data for over 60 reportable communicable diseases and emergency communicable disease events to ensure statewide compliance with reporting and tracking for reportable and emerging disease threats.

The Program Research Specialist III (PRSIII) will lead ECLRS onboarding, data quality assurance, analysis and reports efforts with individual hospitals laboratories and their Electronic Health Records (HER) vendors submitting ECLRS data. This includes inviting them to participate in the ECLRS onboarding process and ensuring that HL7 messages meet all data quality requirements. The PRSIII will collaborate closely with program staff on issues, communicating with facility information technology staff and EHR vendors to resolve problems during the data verification process, conduct necessary data analysis to for data quality verification process, and move the facilities from the testing environment to the production environment when they pass the data quality verification process. This position will lead future efforts for streamlining data processes, focusing on the utilization of Electronic Lab Records (ELR) data for the fall/winter respiratory season (COVID, Influenza, and RSV) in conducting data analysis. The PRSIII will work with hospital labs to map local codes to LOINC/SNOMED codes and work with labs to switch from using web entry to submit using HL7 v 2.5.1 via ECLRS. THE PRSIII will conduct data analysis of ECLRS data submissions, prepare reports for evaluation of surveillance systems and prepare presentations and abstracts for meetings and conferences.

Minimum Qualifications

A Bachelor's degree in Public Health, Epidemiology, Health Informatics, Statistics or a related field and three years of research experience in the collection and analysis of data; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. A Master's degree in a related field may substitute for one year of such experience.

Preferred Qualifications

Master's degree in Public Health, Epidemiology, Health Informatics, Statistics or related field and two years of experience in public health surveillance and data analysis, specifically using SAS and or SQL. Experience with data analysis, addressing data quality issues with health data, preparing reports or analyzing data.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.


This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
