Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. Duties Description The incumbent will report to the Office of Emergency Management’s Planning Section. Duties include but are not limited to:•Assist in providing technical planning assistance to state and local agencies in the development of a wide variety of emergency response plans. • Assist with the development of policies and procedures for Headquarter Operations.• Provide assistance in developing, maintaining, and updating the State Comprehensive Emergency Management Plan (CEMP) and support documents.• Review and comment on emergency plans, as appropriate.• Develop, review, and implement state-level emergency operational procedures, plans and communications.• Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the State’s disaster planning and preparedness efforts.• Provide the full range of supervisory oversight and direction to subordinate staff. • Provide assistance in conducting hazard analysis workshops, risk assessments and using applicable data to support emergency plan development.• Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State.• Attend and/or facilitate planning meetings, conference calls and provide support in the delivery of exercises to test the effectiveness of emergency plans.• Support program efforts for section initiatives and projects, including continuity of operations planning, accreditation efforts, and developing planning guidance. • Complete administrative paperwork as related to program issues.• Obtain program-specific and NIMS training to enhance existing skills.• Identify and establish administrative priorities within assigned programs.•Perform the full range of supervisory responsibilities.•Perform other duties and special projects as required.• Travel may be required.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
