Minimum Qualifications Ten years or more of progressively responsible management experience in maintenance, operations management, emergency management, logistics involving transportation, public service, or public safety.Qualifying experience may include engineering or construction management involving highway or bridge related constructions, maintenance, or inspection, or oversight of emergency management, safety, or communications. A bachelor’s degree may substitute for four years of professional experience. A master’s or higher for five years.

Duties Description Under the general direction of the Executive Director, the Executive Deputy Director of Maintenance & Operations, the Chief of Staff, the Director of Maintenance & Operations will direct, manage, oversee, and administer all programs within the Department of Maintenance & Operations to ensure compliance to all Thruway Authority and State laws, policies, and procedures. The Director of Maintenance & Operations will ensure continued support of the Thruway’s mission, guiding, and operating principles. The Director of Maintenance & Operations will oversee the following programs:Maintenance: Highway Management, Bridge Management, Equipment Management, Facilities and Code Compliance Management, Intelligent Transportation Systems Management.Operations: Emergency Management, Radio Communications, including the Thruway’s 24/7 operations center, Traffic Safety and Travelers Services. Specific duties may include, but not be limited to the below. • Direct and evaluate all the Department’s activities across Headquarters (HQ) and all Thruway Divisions to ensure an Authority wide coordinated effort, efficient use of resources, and successful completion of Thruway goals and initiatives. o Meet and communicate with Division Directors, Maintenance & Operations HQ leadership and HQ program managers to solve issues and remove barriers that may impede performance and completion of goals. o Use data and key performance indicators to ensure that goals are being met and initiatives are being supported. Take remedial action where necessary to correct problems. o Travel to Divisions when necessary to meet firsthand with Division Directors and support staff to evaluate field conditions and support both HQ and Division initiatives. • Direct operations of personnel, equipment. and resources during local crises, disasters, and/or extreme weather events, including but not limited to terrorist activity, civil unrest, extreme weather events, and infrastructure failures.o Travel to Divisions to staff Division Operations Centers during events to expedite critical decision making.o Travel to and represent the Thruway at Multi-State Agency regional operations Centers, NYS Division of Homeland Security & Emergency Services (DSHES) Albany HQ location of other regional command centers across the state during times of operation. o Remain in contact and in close communication with the Executive Director and other key Executive staff.• Represent the Department of Maintenance & Operations by serving on the Thruways Executive staff. Work with other Department heads to insure support of Thruway goals and initiatives.• Oversee, manage, and administer the Capital Plan as it pertains to use and distribution of labor, material, and financial resources.o Represent the Department on the Statewide Capital Program Planning Committee.o Evaluate submissions from each Division to ensure compliance with Authority needs and existing standards.o Review Data presented by the Bureau of Asset Management and collectively work with Engineering to arrive at a plan that meets upcoming needs. Use the data, past history, and expertise of department, division, and HQ staff to prioritize projects and initiatives in the evolving Capital Plan. • Oversee and manage the annual Operating and Reserve Budget for the Department.o Review all HQ and Division operating budget submissions for accuracy and need, make changes as necessary. o Ensure funds for high level initiatives are included.o Ensure funding for items passed by the Board are included in future budget years. o Review annual equipment reserve budget to ensure fleet replacement is being adequately supported as efficiently and effectively as possible. • Represent the Executive Director at various Statewide conferences, meetings, or groups.o Attend the disaster preparedness commission or similar meetings. Coordinate and communicate information and/or responses with the Executive Director.o Meet with NYS Department of Transportation (DOT), NYS State Police, or other organizations to prepare for upcoming weather events or real time crises. Communicate and coordinate needs and responses with the Executive Director.• Oversee public and private sector management and coordination.• Assess the vulnerability and risk mitigation in transportation, public service, or the like. • Develop maintenance operations and emergency management processes and procedures.• Oversee and provide guidance on long-term infrastructure and capital planning.• Provide oversight of emergency management, public service logistics, and state-wide agency coordination.• Manage and administer regulatory reform and review.• Oversee long range planning and employee safety. • Must have strong communications and writing skills.• Provide leadership with group coordination and decision making.

The incumbent will not be eligible to gain tenure, which means you will serve at the pleasure of the appointing authority and the employment relationship may be altered at any time. Also eligible to exchange a maximum of 5 additional days for a total of 10 days if they have a vacation accrual balance of at least 35 days.Employees who maintain a continuous sick leave balance of 165 days may be eligible for sick leave incentive compensation. Employees with less than 165 days may be eligible for a prorated incentive payment.Health insurance opt out program is available, eligible employees will receive compensation for participating in this program.Sick Leave at Half Pay eligibility if requirements are met.Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.Paid Family Leave benefit, which provides job-protected paid time off for covered family leave.Disability Benefits Program which provides disability benefits for an off the job injury or illness.Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.Tuition Assistance Program which reimburses 90% of tuition costs for approved courses up to 15 credit hours per year.New York's 529 College Savings Program which provides New York families with a tax-advantaged way to save for college.Flexible Spending Program, which allows employees to set aside pre-tax payroll deductions for eligible health care and dependent care expenses.Employees with 20+ years of State/Authority service may receive up to an additional five days of vacation leave accruals annually.Longevity Pay: Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity.
