Duties Description The Office of Mental Health (OMH) is recruiting for an Administrative Specialist 1, Grade 18, position within the Office of Financial Management, Bureau of Procurement Enterprise Services. The Bureau of Procurement Enterprise Services (BPES) provides contract management and procurement services to 24 facilities, OMH Central Office, OMH Cook Chill Production Center, and OMH Capital Operations. The incumbent will be responsible for a wide variety of Administrative functions in BPES Procurement Support Services Unit.Specific duties to be performed may include, but are not limited to, the following:• Research and analyze various data sources to complete Vendor Responsibility Profiles; • Manage the administration of the Freedom of Information Act (FOIL) requests in accordance with the law, and respond to a large volume of requests;• Perform various functions within the Statewide Financial System (SFS) including, research and resolution of budget errors, entering contract profiles, and running and summarizing SFS Analytic reports • Review and approve Purchase Order Change Notices (POCNs);• Assist in the development of Standard Operating Procedures (SOPs) and keep existing SOPs up to date. • Manage OSC P-card audit requests, including gathering requested information and responding within established timeframes. • Analyze Purchase order and Purchase Requisition data and assist in the development of reports;Create surveys for various stakeholder groups and compile results;Facilitate bid openings with staff and publish results;• Manage multiple shared mailboxes; research and respond to inquiries;• Maintain office Access Database and Excel form files needed for program administration;• Maintain and update template forms used by the Bureau including contract templates and memo templates;• Complete quarterly and annual Governmental Accountability Standards Board (GASB) reports; communicate with the OSC GASB unit regarding report data.• Collaborate with other staff to conduct special studies, complete special projects and prepare reports;• Complete and submit annual reports for Consultant Disclosure, Sole Source procurements, NYS food product purchasing, and others as required.• Conduct market research for various procurement-related projects.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
