Program Summary

The KBR PSAB Program provides comprehensive BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base (PSAB) in the Kingdom of Saudi Arabia (KSA). These services are delivered to support the 378 Air Expeditionary Wing (AEW), mission partners, and tenant units, encompassing a diverse range of personnel including transient, temporary duty (TDY), permanent party, and rotational personnel. Additionally, the program extends its services to encompass five (5) remote Army sites within PSAB. This program ensures the seamless functioning of operations, maintenance, and support activities essential for the sustained mission readiness and operational effectiveness of PSAB and its associated units.

Job Summary

The Traffic Management Supervisor manage all personnel employed within the section conducting receipt, packaging and onward shipment of military cargo/mail and booking passenger travel where applicable. Oversee passenger, personal property and counselling procedures, DOD travel entitlements and travel mode selection procedures. Manage liaison for the Military Customs and Border Clearance Agency representative when required.

Roles and Responsibilities

As a Traffic Management Supervisor, you would maintain and manage training of personnel to stay current on DoD requirements and programs. Ensure the movement and/or storage of property shipments are coordinated in accordance with applicable directives/regulations. Maintain documentation and disposition of files for the TMO in accordance with applicable directives.

  • Perform TMO self-inspections to ensure accountability in accordance with applicable directives.

  • Ensures hazardous cargo to be moved by surface and air is certified in accordance with applicable regulations.

  • Oversee the maintenance of material handling equipment, such as forklifts and pallet and hand-trucks.

  • Oversee operations of equipment including machines that weigh, band, staple, tape, and seal as well as any woodworking equipment and ensure all operations are conducted safely.

  • Establish and maintain property case files, rate printouts, basic agreements, carrier tenders of service, accountable document registers and military or carrier tariffs for movements.

  • Ensure all mandatory training requirements for TMO staff are complied with.

  • Ensure corporate Health and Safety directives are met.

  • Ensure local controls are established to ensure all deliveries, including direct delivery to using organizations, are accounted for and documented properly.

MATERIAL & EQUIPMENT DIRECTLY USED:

  • May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull, and lift heavy equipment.

  • Use of Land Mobile Radios, cell phones, laptops, and other devices to maintain contact and accountability of work activities.

WORKING ENVIRONMENT:

  • Work will be indoors and outdoors.

  • Exposure to heat, cold, dust, noise, chemicals may occur.

  • Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.

  • Employees must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.

  • Task specific work environment training may be provided.

  • Must be prepared to function in a wartime or contingency environment to support U.S. interests.

PHYSICAL ACTIVITIES:

  • Physical requirements include lifting up to 35lb, team lifting up to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.

  • Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.

  • Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.

  • Work requires moderate physical exertion including walking to operating areas and walking upstairs.

Basic Qualifications

  • Must be a U.S. Citizen with a current, valid U. S. Passport and U. S. Driver's License.

  • Must have and maintain a valid U. S. SECRET Security Clearance or must be able to acquire a Secret Clearance

  • Must be able to read, write, speak and understand English fluently.

  • Must have proven experience in freight management within the TMO.

  • Must have experience in managing inbound/outbound freight and the movement of DoD materials and equipment.

Skills:

  • Project management, pro-active, well organized, results-oriented, and team player with decision-making ability.

  • Use computers & related software such as Microsoft Office and other common products used in office environments or within the Engineering and Construction Industry.

  • Able and willing to work periods of long hours to meet mission requirements.

  • Excellent interpersonal and communication skills with documented supervisory experience.

  • Experience in contingency environments as well as knowledge & experience working with government contracts.

  • Knowledgeable in the effective use of military and commercial transportation to move personnel, material and equipment including hazardous goods.

  • Capable of prioritizing, planning and coordinating shift and training schedules for small delivery teams

  • Computer literate in Microsoft Office suite

  • Be capable of passing a detailed medical examination.

  • Knowledge of cargo operations and pallet building including straps, chains and nets

  • Knowledge/experience of the USAF supply process

  • Knowledge/experience of passenger travel booking.

  • Knowledge/experience of Customs clearance for outbound cargo

  • Training qualification/ experience to be able to deliver in-house training.

  • HAZMAT Certified IAW AFMAN 24-204

  • Candidates must also meet CENTCOM theater requirements.

Preferred Qualifications

  • Experienced 2T2X1 – Air Force, Air Transportation or US Army 88H Caro Specialist highly preferred

  • Certificate of training in Hazardous Material and 1387-2 certified preferred.

  • Certifications in surface, air, and sea freight movements and customs documentation for duty free shipments preferred.

  • Must have proven experience in GATES, CMOS, SPIRES, TGET, TPPS, ES-S preferred.

  • Previous supervisory experience required. Undergraduate degree preferred.

  • Seven years related work experience and 5 years supervisory experience.
