Save The Children Deputy Chief of Party, USAID/Côte d'Ivoire Strengthening Primary and Community Health Care Activity in Abidjan, Cote d'Ivoire (Ivory Coast)

Summary

Save the Children is seeking a Deputy Chief of Party (DCOP) for the anticipated five-year USAID/Côte d’Ivoire Strengthening Primary and Community Health Care Activity. This activity will strengthen primary and community health care systems in collaboration with the Government of Côte d’Ivoire.

The DCOP will report directly to the Chief of Party (COP) and ensure technical implementation of high-impact, proven interventions that meet stated goals and reporting requirements. This individual will assume the responsibilities of the COP in their absence. The DCOP will support the COP in coordinating with USAID, key stakeholders, implementing partners, and government representatives and will lead the coordination for technical and operational aspects of the project. In addition, the DCOP will manage the implementation of key program activities throughout the targeted districts, oversee the work of technical staff, and ensure efficient technical and operational support for the project team. The position with be based in Abidjan for the five-year period of performance.

This position is contingent upon donor approval and funding.

What You’ll Be Doing (Essential Duties)

  • Under the supervision of the COP, ensure that the program is delivered according to the contractual requirement with the donor and government (i.e., that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per agreed schedules, and any other requirements or criteria are fulfilled).

  • Lead the design and regularly update detailed annual/quarterly work plans and ensure these are used by the team appropriately to monitor progress towards completion and achievement of program objectives.

  • Ensure technical alignment of programmatic and financial reports for the donor, government, and Save the Children. This includes working closely with the COP and other project staff to ensure reports are of the highest technical quality and submitted in a timely manner to the donor. Comply and adhere to the grant compliance regulations of Save the Children as well as USAID.

  • Mentor and supervise direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall program goals.

  • Maintain good working relationships within the project team and with government officials and ministries, implementing partners, and the international and local NGO community.

  • Monitor country-level activities; ensure identification, documentation and dissemination of project learning; identify and address challenges including program adjustments when needed; and develop appropriate reporting and results of project activities for the COP including progress and annual reports.

  • Coordinate closely with the SC offices in administrative and HR matters, especially regarding operations and financial matters as they relate to the program.

  • Attend and actively participate in key national technical working groups and periodic program meetings and ensure a summary of progress and challenges are prepared and presented with follow-up actions as required.

  • Ensure the completion of any additional tasks entrusted by COP.

Required Qualifications

  • Master’s degree in public health, international development, or a medical degree is required.

  • Prior experience as Deputy Chief of Party or Technical Director, ideally in Côte d’Ivoire or West Africa.

  • Minimum of seven years of professional experience in managing and implementing complex technical projects of similar size and scope in a development context. This includes deep understanding of primary and community health care systems and integrated health packages including family planning and maternal, newborn, child, and adolescent health programming.

  • Proven skills in developing operational and strategic plans, annual and quarterly work plans, and overall program management in line with USAID guidelines to achieve project objectives.

  • At least five years of demonstrated experience in managing and supervising a technical team and in project design.

  • Good knowledge of M&E mechanisms, program monitoring tools, and efficient systems to ensure high quality implementation and reporting.

  • Demonstrated ability to work effectively with government representatives, private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.

  • Demonstrated ability to communicate and collaborate successfully with individuals and teams at all levels.

  • In-depth knowledge of USAID approaches, regulations, compliance, and reporting requirements.

  • Demonstrated ability to inspire and enable others through teamwork, training, and capacity building to realize organizational objectives.

  • Excellent oral and written communication skills in English and French.
