NetSEA Technologies Senior Program Analyst in Aberdeen Proving Ground, Maryland

Position Description:

NetSEA Technologies is seeking to fill multiple Senior Program Analyst positions to support PEO C3T Tactical Network systems. Qualified candidates may be hired to serve in various departments or roles that align with their expertise and organizational needs. Location: Aberdeen Proving Grounds, MD

Hours: Normal business hours Monday – Friday

Hybrid Eligible: Yes-as determined by agency policy

Travel: Upto 25%

Roles/Responsibilities:

As a Program Analyst you will use your expertise to:

Provide program analysis support for all phases of Planning, Programming, Budgeting and Execution (PPBE), Program Objective Memorandum (POM), Strategic Portfolio Analysis Review (SPAR), prepares POM/SPAR briefing charts, prepare Congressional Justification for President's Budget (PB) and Budget Estimate Submission (BES) formulation.

Prepare, and update required forms, organize and support briefings of the Congressional Justification material, prepare and update briefing charts for the Army Program Budget Briefings (APBB).

Prepare spend plans for PM TN programs using Government required tools and databases.

Monitor and report on execution. Record transactions, update, prepare and maintain all business, technical, acquisition and financial information in Project Management Resource Tools (PMRT) using all required PMRT modules.

Prepare responses to data calls received from higher Army headquarters.

Performs extensive coordination with Program Managers, other PEOs, DA staff, other services and industry personnel during all phases of the life cycle of assigned projects.

Independently selects methods, plans and coordinates the details, and carries work through to its conclusion with minimal guidance.

Completed work is reviewed for soundness of analysis, the suitability of methods used, and for conformance with organizational analytical procedures and practices.

Prepares, coordinates and/or reviews the preparation of portions of written plans, schedules and milestones for accomplishing goals.

Organizes, schedules and assists in administering supporting functions of appropriate meeting for discussion of issues.

Prepares Department of Defense programmatic reporting requirements, acquisition documentation, milestone decision documentation, and spend plan management.

Supports program, planning, evaluation and financial management functions; as well as the cost analysis and other cost and contractor performance measurement functions for assigned programs.

You Have:

Bachelor's Degree; BS in Accounting, business, economics or related preferred

A minimum of ten (10) year of related experience in preparing and supporting PPBE, POM, SPAR, President's Budget Submission P&R forms, BES P&R forms, PMRT, CCaR in program analyst role. This minimum experience must be with DoD Program Executive Office (PEO), Project Manager (O6 PM) or Product Manager (O5 PdM) to be consided applicable to this requirement.

Independent expert knowledge of program planning and evaluation, Army missions, goals and objectives.

Strong analytical, communication, and problem-solving skills, as well as the ability to work with diverse data sources, software, and stakeholders.

Familiar with the government processes, regulations, and standards, and have an interest in public issues and policies.

Ability to prioritize and complete multiple tasks and projects within critical deadlines

Possession of excellent verbal and written communication skills

Nice if you have:

Relevant industry certifications, such as Project Management Professional (PMP), Certified Government Financial Manager (CGFM), Certified Defense Financial Manager (CDFM) by the Army Society of Military Comptrollers ASMC), etc.

Ability to prepare and update required forms, briefings charts for the Army Program Budget Briefings (APBB), and spend plans using Government required tools and databases

Ability to organize and support briefings of Congressional Justification material

Ability to monitor and report on program execution status and issues

Knowledge of Army organization structure and Unit Task Organization concepts
