Amentum Senior Program Analyst (Cost) in Aberdeen Proving Ground, Maryland

Amentum is currently seeking a Senior Program Analyst (Cost) to join our team at APG, MD in support of our customer, Project Manager Intelligence Systems & Analytics (PM IS&A).

Job Duties and Responsibilities:

  • Plans, organizes, directs, and conducts weapons system cost estimating, analysis and research in problem areas of very extensive scope and complexity.

  • Defines and develops novel approaches to difficult problems using sophisticated techniques.

  • Performs cost analysis to create products used for program decision making, reporting, and to secure funding.

  • Align cost element breakdowns and perform base year and then year cost forecasts.

  • Supports system engineering, program management, risk management, and process-based methodology with life cycle cost analysis, metrics management, cost benefit analysis, and acquisition.

  • Provides financial management, and technical expertise in the materiel acquisition process.

  • Supports the Planning, Programing, Budget and Execution (PPBE) process with analytical assessments, analysis, and development of key documentation to support annual budget execution activities and milestone decision reviews.

  • Work with Deputy Assistant Secretary of the Army – Cost and Economics office on program cost estimating.

Required Qualifications:

  • Bachelor's degree required. Degree preferred in Business, Accounting, Program Management, Engineering, or related degree with at least twelve (12) years of experience managing government programs OR; 16 years of relevant experience.

  • Must have 5 years direct experience with verbal and written communication to include presentations and/or briefings to product managers, division chiefs or equivalent grade.

  • Must be able to obtain and maintain a US Government Secret Clearance. Please note US Citizenship is required to obtain a Secret Clearance.

  • Detailed-oriented with excellent technical, verbal, and written communication skills.

  • Direct experience with the DoD 5000 series regulations and & in-depth knowledge to apply a wide range of analytical measurement skills to assist product teams with developing, maintaining, and coordinating Milestone Decision Authority acquisition packages for Milestone approval.

  • Government program management experience to include budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development

  • Bachelors degree in Business Administration or similar field.
