Summary About the Position: As an Explosives Safety Specialist the work involves protecting personnel and property from the consequences of munitions, explosives, and energetic materials and identifying, eliminating, or reducing hazards to mitigate risks. Responsibilities Serve as the Unexploded Ordnance (UXO) Specialist responsible for the access, disposal, transportation, and processing of all types of US and Foreign ordnance. Serve as the technical authority on US, Soviet, Warsaw Pact, and other foreign chemical, biological, and conventional ammunition. Responsible for the set-up and operation of Unexploded Ordnance (UXO)/Recovered Chemical Warfare Material (RCWM) sites/activities. Serve as Quality Control Specialist (QC), Site Safety Officer (SSO), and Radiation Safety Officer (RSO) for the organization. Experience: One year of specialized experience equivalent to at least the GS- 11 grade level in the Federal service which includes: (1) disposing of conventional, chemical, and/or biological ordnances/explosives; AND (2) ensuring compliance with DoD explosive safety requirements; AND (3) analyzing operational risks or hazards to ensure compliance with all site-specific safety requirements for EOD/UXO operations; AND (4) directing emergency response teams to found chemical and conventional munitions; leading lower grade Explosive Safety Specialist (EOD) II in performance of all duties including the preparation of Munitions Data Requirement (MDR) projects, set-up and use of non-intrusive assessment equipment (PINS, NITDS, High Energy X-ray systems, etc.) used for identifying the fill and condition of chemical, biological, and conventional munitions. Selective Placement Factors: 1. Applicant must be a graduate of a DoD Explosive Ordnance Disposal (EOD) school (i.e. US Naval Explosive Ordnance School). 2. Must be a certified Level II Radiographer or equivalent . 3. Must be certified on the Portable Isotopic Neutron Spectroscopy (PINS). 4. Required to have a minimum of eight (8) years combined military and civilian EOD/UXO experience. 5. Required to have a minimum of 1 year of munitions and explosives of concern (MEC) experience as an UXO worker. You will be evaluated on the basis of your level of competency in the following areas: Ammunition and Explosives Material Ammunition and Explosives Transportation Explosives Operations Munitions Risk Analysis and Mitigation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
